About approval of the Individual action plan on partnership the Republic of Moldova - NATO for 2022-2023

The government DECIDES:

1. Approve the Individual action plan on partnership the Republic of Moldova - NATO for 2022-2023 (is applied).

2. To provide to the ministries and other central bodies of public management, according to competence, realization of the purposes and actions included in the specified Plan.

3. Accomplishment of the actions included in the specified Plan to perform for the account and within the assignments approved for the bodies responsible for their accomplishment for the corresponding years, and also from other sources permitted by the legislation.

4. To the ministries and other central bodies of public management to represent to the Ministry of Foreign Affairs and European Integration annually till December 25 information on realization of the purposes of this Plan.

5. To the Ministry of Foreign Affairs and European Integration to submit to the Government annually till January 25 consolidated statement about implementation of the specified plan.

6. Declare invalid the Order of the Government No. 736/2017 about approval of the Individual action plan on partnership the Republic of Moldova - NATO for 2017-2019 (The official monitor of the Republic of Moldova, 2017, Art. No. 335-339, 840).

7. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Part I Main objectives of policy and reforming of the Republic of Moldova

Chapter I Policy issues and safety

1.1. Cooperation with the European and Euro-Atlantic structures and organizations

The Republic of Moldova will and develop cooperation with NATO from now on, using as the main tool the Individual action plan on partnership (IPAP). When updating this Plan governing bodies of the Republic of Moldova considered practical measures on strengthening of bilateral cooperation between the Republic of Moldova and allies.

The political association and economic integration by implementation of the Agreement on association with the European Union, and also expansion of political dialogue and strengthening of practical cooperation with Euro-Atlantic structures remain the main strategic objectives of development of the Republic of Moldova.

The cooperation of the Republic of Moldova with NATO is based on respect of the constitutional neutrality of the state. In the conditions of the status of neutrality the Republic of Moldova in the course of implementation of IPAP does not pursue the aim of accession to the North Atlantic Alliance. Governing bodies of the Republic of Moldova intend to perform IPAP for promotion of process of reforming and upgrade of the sphere of national defense and safety according to changes of situation in the field of safety and new requirements for the purpose of development of the potential necessary for the answer to new challenges, strengthenings of safety of citizens of the Republic of Moldova and safety of the state. For this purpose the Republic of Moldova will use political and legal base, including the relevant institutional mechanisms created at the previous stages of implementation of IPAP.

At the same time the Republic of Moldova intends to develop cooperation with state members and the partner states of NATO for the purpose of counteraction to new general safety hazards, such as terrorism, cyberthreats which do not recognize national borders and have more and more various and complex character and to promote stability and safety in the region and on the European continent.

In the course of IPAP implementation governing bodies of the Republic of Moldova will take into account the Resolution of the Constitutional court No. 14/2017 on interpretation of article 11 of the Constitution (permanent neutrality) according to which "participation of the Republic of Moldova in the collective security systems similar to security system of the United Nations, in the peacekeeping, humanitarian and other transactions providing collective sanctions against aggressors and criminals of international law does not conflict to the status of neutrality".

Activities of Bureau of communication of NATO in the Republic of Moldova give new opportunities for strengthening of dialogue and expansion of practical cooperation in the course of implementation of reforms in the field of defense and safety, projects implementation of assistance and holding actions of public diplomacy. Governing bodies of the Republic of Moldova will take measures for development of practical cooperation with Bureau of communication of NATO in the areas which are of interest.

For the purpose of capacity-building in safety and defense capability, and also for the purpose of strengthening of homeland security the Republic of Moldova intends to use the cooperation opportunities given within different programs of NATO, in particular, within Planning process and the analysis of partnership (PARP), the Initiative of strengthening of the defense potential (DCBI), the Program for strengthening of integrity in the field of defense and safety (BI), the Professional development program (PDP), the Program of NATO "Science for the sake of the world and safety" (SPS), the Program of enhancement of education in the field of defense (DEEP), the Platform of interoperability (IP), etc. In the course of IPAP implementation the Republic of Moldova will cooperate with the European Union and other international organizations for the purpose of ensuring compatibility of IPAP with the Agreement on association the Republic of Moldova - the European Union and the National development strategy.

1.2. Democratic reforms, human rights, constitutional state, fight against corruption

The Republic of Moldova will continue cooperation with the Council of Europe (CE), the European Union, the UN (Management of the High Commissioner for Human Rights, Management of the UN on drugs and crime), Organization for Security and Cooperation in Europe (OSCE) and Organization for Economic Cooperation and Development (OECD) in the course of promotion of democratic reforms for the purpose of creation of the constitutional state and reduction of the national legal system and the practician in the field of human rights, the prevention of corruption and fight against it in compliance with relevant international standards.

The Republic of Moldova will continue to make efforts for accomplishment of the obligations to the Council of Europe by accomplishment of the corresponding recommendations and resolutions adopted by Committee of ministers, Parliamentary assembly and the Congress of the local and regional authorities which are also included in the Action plan of the Council of Europe for the Republic of Moldova, for the purpose of completion of process of monitoring by the Parliamentary Assembly of the Council of Europe (PACE).

At the same time the Republic of Moldova will cooperate with the Council of Europe and the European Union in implementation process of the programs directed to reduction national the practician in compliance with the European standards. In this respect national authorities of management will take specific steps for acceptance and strategy implementation of ensuring independence and integrity of the sphere of justice for 2021-2024 and the Action plan for its realization for the purpose of providing the body of principles and values which will form basis of processes in the field of justice during the forthcoming period, for strengthening of institutional integrity by promotion of the principle of zero tolerance to corruption, for implementation of the National plan of action for human rights for 2018-2022 and the staticized road map concerning local and regional democracy in the Republic of Moldova, and also will perform also other relevant activities. The new action plan of the Council of Europe for the Republic of Moldova which is at development stage will become the important auxiliary tool for reduction national the practician in compliance with the European standards.
