The government of the Russian Federation decides:

1. Approve enclosed:

Regulations on single digital platform of the Russian Federation Gostekh;

changes which are made to the order of the Government of the Russian Federation of July 6, 2015 No. 676 "About requirements to procedure for creation, development, commissioning, operation and conclusion from operation of the state information systems and further storage of information containing in their databases" (The Russian Federation Code, 2015, No. 28, Art. 4241; No. 47, Art. 6599; 2017, No. 21, Art. 3007; 2019, No. 16, Art. 1928; 2020, No. 37, Art. 5720; No. 42, Art. 6615; 2021, No. 23, Art. 4079; 2022, No. 1, Art. 115).

2. To federal executive bodies, state non-budgetary funds of the Russian Federation, executive bodies of subjects of the Russian Federation to be guided by the Provision approved by this resolution when implementing actions for creation, development and operation of the state information systems on single digital platform of the Russian Federation Gostekh (further - the Gostekh platform).

3. Recommend to other state bodies to be guided by the Provision approved by this resolution when implementing actions for creation, development and operation of the state and municipal information systems on the Gostekh platform.

4. Determine that:

ensuring provision of infrastructure technological services and basic services of the Gostekh platform for creation, development and operation of the state information systems on the Gostekh platform, and also services in ensuring monitoring of security, detection of the computer attacks and response to computer incidents at the levels of hardware-software infrastructure of the Gostekh platform (except for the user (client) segments of the state information systems on the Gostekh platform), services in carrying out commissioning, commissioning and operation of means of information protection, in carrying out certification of the Gostekh platform on compliance to requirements about information security is performed by the Ministry of digital development, communication and mass communications of the Russian Federation or of its decision subordinated state organization within budgetary appropriations of the federal budget, provided on implementation of the national program "Digital Economy of the Russian Federation", and (or) at the expense of non-budgetary sources of financing (including with use of means of the state institutes of development, mechanisms of concessionary agreements and public-private partnership) if creation, development, operation of the state information systems will be provided with other organizations;

the implementation of actions, necessary for creation, development and operation of the state information systems on the Gostekh platform performed including with use of elements of the infrastructure providing information and technological interaction of the information systems used for provision of the state and municipal services and execution of the state and municipal functions electronically, entering the specified infrastructure is performed by the Ministry of digital development, communication and mass communications of the Russian Federation within the budgetary appropriations of the federal budget provided to the Ministry on implementation of the national program "Digital Economy of the Russian Federation";

creation, development and operation of federal state information systems on the Gostekh platform, use of the means of information protection which are not part of infrastructure technological services and basic services of the Gostekh platform, use of additional services of the Gostekh platform are performed for the account and within the means provided to the federal executive bodies, other state bodies formed in accordance with the legislation of the Russian Federation and state non-budgetary funds of the Russian Federation in the federal budget and (or) budgets of state non-budgetary funds of the Russian Federation, except for the actions provided by the paragraph third this Item and (or) at the expense of non-budgetary sources of financing (including with use of means of the state institutes of development, mechanisms of concessionary agreements and public-private partnership) in case, if creation, development, operation of the state information systems are provided with other organizations;

creation, development and operation of regional state information systems on the Gostekh platform, use of the means of information protection which are not part of infrastructure technological services and basic services of the Gostekh platform, use of additional services of the Gostekh platform are performed for the account and within the means provided to the executive bodies of subjects of the Russian Federation and other state bodies formed according to the legislation of subjects of the Russian Federation in the relevant budgets, except for the actions provided by the paragraph third this Item.

5. Declare invalid Item of 6 changes which are made to requirements to procedure for creation, development, commissioning, operation and conclusion from operation of the state information systems and further storage of information containing in their databases approved by the order of the Government of the Russian Federation of May 11, 2017 No. 555 "About modification of requirements to procedure for creation, development, commissioning, operation and conclusion from operation of the state information systems and further storage of information containing in their databases" (The Russian Federation Code, 2017, No. 21, the Art. 3007).

Regulations on single digital platform of the Russian Federation Gostekh

I. General provisions

1. This Provision establishes the purpose, tasks and purpose of single digital platform of the Russian Federation Gostekh (further - the Gostekh platform), functions and the basic principles of functioning of the Gostekh platform, the list of participants of the Gostekh platform, their power, procedure for access to the Gostekh platform, general requirements to information security of the state information systems on the Gostekh platform, order of interaction of participants of the Gostekh platform in case of implementation of actions, necessary for creation and development of the state information systems on the Gostekh platform, requirements to architecture and the technologies used during creation, development and operation of the state information systems on the Gostekh platform on the basis of architecture of domains of activities.

The Gostekh platform is directed to increase in efficiency of realization of the state information systems of powers of the federal executive bodies, state non-budgetary funds, executive bodies of subjects of the Russian Federation and other state bodies formed in accordance with the legislation of the Russian Federation, the legislation of subjects of the Russian Federation performed with use (further - state bodies and off-budget funds).

2. For the purposes of this provision the following terms and determinations are applied:

"architecture of the domain of activities" - the complete, integrated model of the state activities which connects legal, strategic, information, technological and organizational aspects of activities within one domain of activities;

"the state information systems on the Gostekh platform - the state information systems created, developed, operated with use of the Gostekh platform, including the hardware-software circle, the digital products included in the catalog of digital products of the Gostekh platform (further - digital products of the Gostekh platform), and also tools, information technologies of the Gostekh platform;

"the activities domain" - the sphere of activity of state bodies and off-budget funds, and also physical persons and legal entities relating to one industry of economy and the social sphere, created taking into account client ways;

"kliyentotsentrichnost" - effective requirements satisfaction of physical persons or legal entities in case of their interaction with state bodies and off-budget funds;
