About approval of the Instruction about procedure for identification of species of construction activities and the name of construction object
Based on subitem 5.6 and subitem 5.30-2 of Item 5 of the Regulations on the Ministry of Architecture of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 973, the Ministry of Architecture of the Republic of Belarus DECIDES:
1. Approve the Instruction about procedure for identification of species of construction activities and the name of construction object it (is applied).
2. This resolution becomes effective since December 15, 2022.

1. This Instruction establishes procedure for reference of works to the following types of construction activities: to construction of construction object (further - construction), reconstruction of construction object (further - reconstruction), upgrades of construction object (further - upgrade), technical upgrade of construction object (further - technical upgrade) and to major repair of construction object (further - major repair), and also procedure for determination of the name of construction objects.
2. For the purposes of this Instruction upgrade is understood as set of building and construction works (including the device of new engineering systems and the equipment in capital structures (buildings, constructions), their parts, transfer and (or) installation of partitions without change of purpose of capital structures (buildings, constructions) in the existing dimensions of capital structures (buildings, constructions), engineering and transport communications), commissioning and organizational and technical actions in construction activities connected with increase in consumer qualities of capital structures (buildings, constructions), engineering and transport communications, their parts and (or) elements, reduction of operational indicators to the level of requirements of technical regulatory legal acts, obligatory for observance.
The term "technical upgrade" is used in the value determined in the interlinear note to the paragraph to the second subitem 4.4 of item 4 of the Decree of the President of the Republic of Belarus of November 23, 2017 No. 7 "About development of entrepreneurship".
The term "processing equipment" is used in the value determined in the interlinear note to part one of subitem 1.4 of Item 1 of the Presidential decree of the Republic of Belarus of January 14, 2014 No. 26 "About measures for enhancement of construction activities".
Other terms are used in the values determined in article 1 of the Law of the Republic of Belarus of July 5, 2004 No. 300-Z "About architectural, town-planning and construction activities in the Republic of Belarus".
3. Reference of works to type of construction activities - to construction, reconstruction, upgrade, technical upgrade or major repair, is performed by the customer together with developer of the project documentation (in need of its attraction).
4. Identification of species of construction activities is performed based on qualification signs.
5. Qualification sign of construction is creation of new object.
6. Qualification sign of reconstruction is use of object for new assignment and (or) change of its main technical and economic indicators and parameters specified in part three of this Item.
Use of object for new assignment is change in result of building and construction works of class of functional fire risk of the object determined by the construction regulations of CH 2.02.05-2020 "Fire safety of buildings and constructions" approved by the resolution of the Ministry of Architecture of the Republic of Belarus of November 12, 2020 No. 79.
Treat the main technical and economic indicators and parameters of object:
1) for public buildings and constructions:
house area;
total structural volume;
capacity, handling capacity, amount of the rendered services;
2) for residential buildings:
capacity, number of sections, number of apartments;
total area of the building;
living space of the building;
total structural volume;
3) for factory buildings and constructions:
design capacity on production and total area;
design capacity on production and total structural volume;
total area;
total structural volume;
4) for engineering communications - handling capacity (capacity), number of threads, diameter;
5) for transport communications:
category of the motor-road (street);
settlement traffic load;
rated speed, design load;
plan and long-edged profile, cross direction profile;
flying formula of the bridge (overpass).
7. Qualification sign of upgrade is accomplishment of the building and construction works connected with increase in consumer qualities of capital structures (buildings, constructions), engineering and transport communications, their parts and (or) elements including within creation of the barrier-free circle, with connection to networks of distribution engineering infrastructure, with transfer and (or) installation of partitions without change of purpose of capital structures (buildings, constructions) in the existing dimensions of capital structures (buildings, constructions), engineering and transport communications.
8. Qualification sign of technical upgrade is accomplishment in the existing factory buildings of the accompanying works on the device of the bearing bases under the equipment, laying or replacement of the separate internal engineering networks connected with its functioning, on the device of partitions, and also the finishing and other work performed in the building and which are not affecting bearing capacity of designs, without change of purpose of the building, connected with replacement of processing equipment by the equipment with similar or new parameters, and also with installation of new processing equipment.
The categories of rooms involving change on fire and explosion and fire risk on higher, increase in number of storeys, change of parameters of evacuation from the floor or the building, parameters of the easily dumped designs, installations of fire automatic equipment are not qualification signs of technical upgrade of work.
