1. Approve the enclosed instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of TV and radio broadcasting (objects of technical constructions (radio television stations), according to appendix to this order.

2. To provide to committee of information of the Ministry of information and social development of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of information and social development of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan to provide to Legal department of the Ministry of information and social development of the Republic of Kazakhstan data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of information and social development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. This instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, performing activities in the field of TV and radio broadcasting (objects of technical constructions (radio television stations) (further – the Instruction), is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism", and also requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 No. 305 "About approval of requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation" (further – Requirements).

2. According to Rules of reference of objects to vulnerable in the terrorist relation and the subitem 8) Item 3 of Criteria of reference of objects to vulnerable in the terrorist relation (further – Criterion), No. approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 234, objects of TV and radio broadcasting (objects of technical constructions (radio television stations) are carried to objects, vulnerable in the terrorist relation.

Objects, vulnerable in the terrorist relation, performing activities in the field of TV and radio broadcasting are understood as buildings, constructions, certain rooms of administrative and technical assignment (objects of technical constructions (radio television stations), the hardware and studio complexes) performing activities in the field of TV and radio broadcasting, and included in the procedure established by the legislation in lists of objects, vulnerable in the terrorist relation, area, in the cities of republican value, the capitals approved by akimats of areas, cities of republican value, the capital (further – objects of TV and radio broadcasting).

3. This Instruction extends to objects of TV and radio broadcasting and is held for use the heads and workers of objects of TV and radio broadcasting providing holding actions for anti-terrorist security of objects of TV and radio broadcasting, heads and workers of the subjects of security activities rendering security services in objects of TV and radio broadcasting and also employees of authorized bodies in case of control, estimates and studying of condition of anti-terrorist security of objects of TV and radio broadcasting.

In case of operation of objects of TV and radio broadcasting, regardless of pattern of ownership, observance of Requirements, and also this Instruction is provided.

4. In this Instruction the following concepts are used:

1) measures of primary reaction – the complex of priority actions undertaken by personnel of object and workers of the subject of security activities, directed to timely informing authorized state bodies on threat or making of the act of terrorism, and also actions for minimization and liquidation of possible effects of the act of terrorism (assistance in implementation of primary and investigative actions by forces of emergency (primary) reaction, first aid by the victim, evacuation and so on);

2) system of video surveillance – set of the functioning video channels, program and technical means of record and storage of video data, and also program and (or) technical means of management performing information exchange among themselves;

3) system of lighting – set of the technical means allowing to provide the necessary level of illumination for system of video surveillance, visibility of people and vehicles on object of TV and radio broadcasting in night-time;

4) subjects of security activities are specialized security divisions of law-enforcement bodies of the Republic of Kazakhstan and the private security organizations;

5) potentially dangerous sites of object of TV and radio broadcasting – the technical building of hardware and studio complex, the radio television station, antenna and mast construction, the diesel-generating device;

6) personnel of object of TV and radio broadcasting – the heads, workers, employees of object of TV and radio broadcasting including performing activities on its leased premises;

7) perimeter of object of TV and radio broadcasting – border of object of TV and radio broadcasting according to documents of title;

8) the passport of anti-terrorist security of object of TV and radio broadcasting – the directory document reflecting condition of anti-terrorist security of object of TV and radio broadcasting, and containing list of actions for the prevention (suppression) of making of the act of terrorism on object of TV and radio broadcasting and minimization (liquidation) of effects of making of the act of terrorism on it;

Other concepts used in this Instruction are applied according to the legislation of the Republic of Kazakhstan in the fields of counteraction to terrorism and TV and radio broadcasting.

5. Measures for ensuring anti-terrorist security of objects of TV and radio broadcasting are directed to creation of the conditions interfering making of acts of terrorism (decrease in risk of their making) in the territory of objects of TV and radio broadcasting, minimization and (or) mitigation of consequences of possible terrorist threats.

The organization of measures of protection of objects of TV and radio broadcasting is under construction on the principles of advance time, the differentiated approach, adequacy and complexity.

6. Anti-terrorist security of objects of TV and radio broadcasting is provided with creation of the conditions directed on:

1) hindrance to illegal penetration on objects of TV and radio broadcasting that is reached by taking measures on:

to establishment of access control on objects of TV and radio broadcasting and its strict observance;

to strengthening of object of TV and radio broadcasting in the technical relation the means allowing to reveal illegal penetration on object of TV and radio broadcasting;
