About measures for development of highways public for 2007-2010

For the purpose of further development of the highways public meeting the high international requirements and standards, providing year-round and effective international, transit and intra republican carriages of goods and passengers with road transport and also optimization of the economic relations of participants of investment process in road construction:

1. Approve the Concept of development of highways public of the Republic of Uzbekistan developed by the Ministry of Economics, the Ministry of Finance of the Republic of Uzbekistan, the Uzbek association of transport and transport communications, Republican road fund, SAC of Uzavtoyul for 2007-2010 and long-term outlook, according to appendix No. 1, including target Programs:

constructions and reconstruction of highways public of the international value for 2007-2010 according to appendix No. 2;

reconstruction of highways public of the state value for 2007-2010 according to appendix No. 3.

2. To the Ministry of Economics, Ministry of Finance of the Republic of Uzbekistan:

together with Gosarkhitektstroy of the Republic of Uzbekistan, the agency Uzstandart, SAC of Uzavtoyul, services of the single customer under Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas interested in the ministries and departments in a month to develop and approve specific actions for implementation of the Concept of development of highways public of the Republic of Uzbekistan for 2007 - 2010 and long-term outlook;

when forming annual republican Investing programs to provide limits of capital investments at the expense of Republican road fund on construction and reconstruction of highways public in strict accordance with the parameters set in appendices No. 2 and No. 3, and the design estimates approved in accordance with the established procedure.

3. Determine that:

forming of annual Programs for repair of highways public of the international and state value is performed by Republican road fund under the Ministry of Finance of the Republic of Uzbekistan together with SAC of Uzavtoyul with approval by the Cabinet of Ministers;

forming of annual Programs for repair of highways public of local value is performed by Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with Republican road fund under the Ministry of Finance of the Republic of Uzbekistan and SAC of Uzavtoyul with approval by Council for management of Republican road fund under the Ministry of Finance of the Republic of Uzbekistan.

4. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas, the Ministry of agricultural and water economy of the Republic of Uzbekistan, SAC of Uzavtoyul till March 1, 2007 to carry out inventory count of the intereconomic rural highways which were earlier on balance of shirkatny farms and to provide reception-transmission them on balance of the relevant district khokimiyats.

5. Exempt managements Uzyulbutlash SAC of Uzavtoyul since January 1, 2007 for a period of four years from customs payment (except charges for customs clearance) for the road-building machinery and equipment, and also spare parts imported for structural divisions SAC of Uzavtoyul to them according to the lists approved by the Cabinet of Ministers.

6. To provide to Gosarkhitektstroy of the Republic of Uzbekistan proper architectural and construction supervision of observance of the established construction regulations and rules in case of construction, reconstruction and major repair of highways public.

7. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan Mirziyoev Sh. M.
