Based on subitem 5.6 of Item 5 of the Regulations on the Ministry of Taxes and Tax Collection of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 31, 2001 No. 1592, of subitem 6.1 of Item 6 of the Regulations on the State committee on standardization of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of July 31, 2006 No. 981, of part one of subitem 2.5 of Item 2 of the resolution of Council of Ministers of the Republic of Belarus and National Bank of the Republic of Belarus of July 6, 2011 No. 924/16 "About use of cash and other equipment in case of acceptance of instruments of payment" the Ministry of Taxes and Tax Collection of the Republic of Belarus and the State committee on standardization of the Republic of Belarus POSTANOVLYAYUT:

1. Approve Regulations on requirements to the cash summing-up registers including combined with taximeters to ticket printing machines it (is applied).

2. This resolution becomes effective since December 11, 2022.

Regulations on requirements to the cash summing-up registers including combined with taximeters, to ticket printing machines

Chapter 1. General provisions

1. This Provision determines requirements to the cash summing-up registers including combined with taximeter to ticket printing machines (further – cash registers).

2. For the purposes of this provision terms in the values determined by the Regulations on use of cash and other equipment in case of acceptance of instruments of payment approved by the resolution of Council of Ministers of the Republic of Belarus and National Bank of the Republic of Belarus of July 6, 2011 No. 924/16, and also terms having the following value are used:

the autonomous cash register – the cash register functioning without data exchange on communication lines with cash computer systems (the system constructed based on cash registers, computer aids and communication channels, intended for automation of data processing about sales of goods (performance of works, rendering services), registration, accounting, accumulating, preserving these data and also for seal (registration) of reporting documents);

base of goods (works, services) – information on the goods (works, services) realized in shopping facilities (objects of performance of works, rendering services) which contains in the memory of the cash register and (or) computer aids which are part of cash computer system and (or) other external data carriers;

the control unit (further – BU) – the structural element of the cash register providing by means of the built-in special software functioning of the cash register, registration and storage of information, including preserving information of the online magazine, cash and operational registers (counters) and information security from unauthorized access;

the block of non-volatile memory (further – BEP) – the structural element of the cash register intended for registration on a shift basis, long-term and non-volatile storage of final information on cash calculations and registration data of the cash register with exception of possibility of its change;

data on money turnovers – information on results of accomplishment of the cash transactions registered in cash and operational registers (counters), which is stored in the online magazine and BEP;

cash desk of self-service – type of the system cash summing-up register intended for servicing of the buyer without participation of the seller (in the self-service mode);

the allowance – the goods price increment (works, services) established by the seller in addition to retail price of goods (work, service);

the portable cash register – the portable cash register with autonomous source of power supply having possibility of work without permanent connection to the power supply network;

the system cash summing-up register – the cash summing-up register having opportunity to work as a part of cash computer system (further – the system cash register);

discount – the goods price discount (works, services) provided by the seller to the buyer (consumer);

the special software of BU of the cash register (further – BU SPO) – the software managing operation of the cash register;

the unique identifier – the symbolical line in the coding representing hexadecimal representation of the unique identifier created by control facility of tax authorities (further – SKNO) with use of means of cryptographic information security, based on the data on cash transaction obtained in electronic form, displayed in the form of QR code and symbolical representation (in the coding ASCII);

the fiscal registrar – the device intended for accomplishment of cash transactions, registration of the made calculations, collection, preserving, accounting and issue of financial information, and also for printing of documents by results of accomplishment of cash transactions and reports, not having devices for input and display of information and intended for work as a part of POS system with management through communication channel of packet of application programs of POS system. The fiscal registrar shall conform to requirements imposed to the cash summing-up registers (except for requirements imposed to the input equipment and displays of information);

the operational mode – the mode of functioning of the cash register after holding procedure of registration of the cash register in BEP with preserving registration data in BEP;

the online magazine of control tape (further – the online magazine) – the area of non-volatile memory intended for storage of information on the performed cash operations;

POS system – the system cash register consisting of the fiscal registrar or the system cash summing-up register used as the fiscal registrar and computer aids (the personal computer and other) with packet of application programs;

The POS terminal – the system cash register which is representing the device based on computer aids with packet of application programs and having BU.

The term "payment aggregator" is used in the value determined by subitem 1.22 of Item 1 of article 2 of the Law of the Republic of Belarus of April 19, 2022 No. 164-Z "About payment systems and payment services".

The term "the cash summing-up register combined with taximeter" is used in the value determined in Item 2 of Rules of motor transportations of the passengers approved by the resolution of Council of Ministers of the Republic of Belarus of June 30, 2008 No. 972.

3. According to functional characteristics cash registers turn on in one of groups:

autonomous cash registers (group 1);

system cash registers (group 2).

Cash registers shall correspond to specifications on specific model (modification) of the cash register, design documentation, program documentation, operational documentation (further – ED), to exclude possibility of unauthorized access to data on money turnovers for the purpose of their change (destruction), and also to have the declared operating modes which are understood as the possibilities of the cash register which are not described in operational documentation, including in case of data exchange on communication lines with cash computer system, allowing to affect (to change, destroy) data on money turnovers, information by its transfer to SKNO.

Chapter 2. Requirements to design of the cash register

4. Cash registers shall include the following compound nodes (blocks) and their connections:

1) BU;

2) BEP;

3) seal device;

4) data input device;

5) display units:

the cashier's indicator (is not obligatory for cash desks of self-service);

the consumer's indicator (is not obligatory for portable cash registers).

Only one device of seal of cash documents, control tape, reports (the report on data from BEP, the X-report, the Z-report) created by means of SPO of BU according to Item of 31 this provision can be connected to BU of the cash register.

Cash registers shall provide placement under the single sealed-up case (casing) of the BU and BEP cash register and the BU wire connection with BEP. The design of the case of the cash register shall exclude unauthorized access to internal elements of nodes (blocks) after installation of control facilities in use, and also provide information security, stored in BEP.

5. The following requirements are imposed to compound nodes (blocks) of cash registers:

5.1. to BU:

BU provides availability in the structure:

the processor providing functioning of the cash register according to requirements of this provision;

the carrier SPO BU containing BU SPO;

data carrier of the online magazine, cash and operational registers (counters);

real time clock;

controllers of devices.

BU for POS terminals is structurally carried out in the form of independent function block (module) which is located in the case of the cash summing-up register in the place unavailable to access to this block (module) in case of operation of the cash summing-up register without damage of control facilities from unauthorized opening of the case.

In cash registers the device of seal is connected to BU.

The circuit and constructive decision of BU shall exclude possibility of replacement or reset of the special software managing operation of the cash register after installation of control facilities, in operating time and in the course of maintenance.

The data carrier of the online magazine, and also cash and operational counters of the cash register is based on the memory device providing non-volatile storage of information;

5.2. to BEP:

BEP is connected to BU;

BEP is carried out in the form of independent function block (module) which is placed structurally separately or on one printed circuit board with other BU components;

design of BEP provides protection against access by mechanical remedies which prevent access to the BEP elements and their contacts, removal of the BEP elements and cannot be dismantled without damage of control facilities from unauthorized access;

the design of BEP excludes possibility of unauthorized access to information which is stored in it;

the circuit and constructive decision of BEP and its connection exclude possibility of replacement or reset of the BEP managing program without damage of control facilities from unauthorized access;

the BEP data carrier is based on the memory device providing non-volatile storage of information at least 6 years;

5.3. to data input devices – on the keyboard of the cash register or its functional analog keys (their functional analogs) providing input of digital and alphabetic symbols and teams of management (on Belarusian or Russian), cash transactions, necessary for accomplishment, are located. Availability on keys of additional symbols of foreign language, and also names of teams, symbols with the description in operational documentation of their appointment is allowed;

5.4. display units (the cashier's indicator, the consumer's indicator) of the cash register shall:

display information on the carried-out cash transactions;

provide indication of information on Belarusian or Russian.

On display units (the cashier's indicator, the consumer's indicator) of the cash register non-significant zero in sums of money are not displayed.

On the consumer's indicator, in case of its availability, the cash amount which is carried out on the cash register is displayed.

6. In the cash register the possibility of connection to the control system of the cash equipment (further – SKKO) by means of SKNO shall be realized.

In the presence in design of the case of the cash register of compartment for placement of SKNO in such cash register are provided:

the compartment sizes for SKNO allowing to establish SKNO;

access to compartment with SKNO without damage of control facilities from unauthorized opening of the case of the cash register.

External elements of fixture of SKNO to the case of the cash register provide reliable keeping of SKNO during operation of the cash register.

Cash registers are equipped with connector of C3030HM-2x2P or similar connector for connection of SKNO or the cable reinforced by connector of C3030HM-2x2P or similar. Contacts of connector for connection of SKNO correspond to chain in the following sequence:

GND;

DATA+/TX/SLK;

DATA-/RX/SDA;

Vcc (+ 5B).

SKNO is connected to BU.

On condition of connection of SKNO through cable length of cable provides free connection and shutdown of SKNO.

Chapter 3. Functional requirements to cash registers

7. In cash registers the possibility of restriction of access to the following operating modes of the cash register shall be provided:

registration of cash transactions;

programming of parameters;

registration in BEP (transfer of the cash register to the operational mode);

removal of data BEP.

Restriction of access to operating modes of the cash register is provided by means of the program password (general for all modes or on each mode) or means of identification of the user (the personal password, number key, the ID card and another).

8. Real time clock of the cash register is based on the element providing the following format of date and time under control of BU SPO:

HH. OO. GGGG;

HH:MM:SS.

Change of date and time in real time clock is performed only after change closing.

Access to installation of date and time during open change, except as specified repair and maintenance of the cash register with opening of the case of the cash register and violation of control facilities is not allowed.

Before change opening cash registers create request with indication of date and time of the inner clock for confirmation to their real time.

Lack of request in case of automatic synchronization of date and time of the cash register with the time server before change opening is allowed.

9. Cash registers (except portable cash registers) shall ensure functioning in climatic conditions in case of ambient temperature from plus 5 to plus 35 degrees Celsius, and portable cash registers from minus 10 to plus 35 degrees Celsius.

10. Cash registers shall provide accomplishment of the following cash transactions:

1) accounting of instruments of payment (sums of money);

2) calculation of private results;

3) calculation of the amount of delivery;

4) calculation of general results;

5) sale registration:

in cash;
