1. Approve the enclosed Rules of rendering the state service "Licensing for Occupation Educational Activities in the field of the Higher and Postgraduate Education".

2. Declare invalid the order of the Minister of Education and Science of the Republic of Kazakhstan of August 17, 2020 No. 351 "About approval of Rules of rendering the state service "Licensing for Occupation Educational Activities" (it is registered in the Register of state registration of regulatory legal acts at No. 21102).

3. In the field of science and the higher education of the Ministry of science and the higher education of the Republic of Kazakhstan in the procedure established by the legislation to provide to committee on quality assurance:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of science and the higher education of the Republic of Kazakhstan after its official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of science and the higher education of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-minister of science and the higher education of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Rules of rendering the state service "Licensing for Occupation Educational Activities in the field of the Higher and Postgraduate Education"

Chapter 1. General provisions

1. These rules of rendering the state service "Licensing for Occupation Educational Activities in the field of the Higher and Postgraduate Education" (further - Rules) are developed according to the subitem 1) of article 10 of the Law of the Republic of Kazakhstan "About the state services" (further - the Law) and establish licensing procedure on occupation educational activities of the legal entities providing the higher and postgraduate education in the directions of training and forms of education (further - uslugopoluchatel).

2. The state service "Licensing for Occupation Educational Activities in the field of the Higher and Postgraduate Education" (further - the state service) appears Committee on quality assurance in the field of science and the higher education of the Ministry of science and the higher education of the Republic of Kazakhstan (further - the service provider).

3. The committee on quality assurance in the field of science and the higher education of the Ministry of science and the higher education of the Republic of Kazakhstan (further - Committee) is the licensor performing licensing of activities in the field of education for provision of the higher and postgraduate education in the directions of training and forms of education.

Chapter 2. Procedure for rendering the state service

For receipt of the state service the uslugopoluchatel directs the application to the service provider through the web portal of the electronic government www.egov.kz, www.elicense.kz (further - the portal) and the documents specified in Item 8 of the List of the main requirements to rendering the state service "Licensing for Occupation Educational Activities in the field of the Higher and Postgraduate Education" (further – the List of the main requirements) according to appendix 1 to these rules.

The requirements to rendering the state service including characteristics of process, form, content and result of rendering the state service, and also other data taking into account features of provision of the state service are reflected in the List of the main requirements.

On the portal in personal account of uslugopoluchatel the status about adoption of the statement (request) for rendering the state service, and also the notification with indication of date and time of receipt of result of rendering the state service is displayed.

5. The office of the service provider in day of receipt of documents performs their acceptance, registration and transfer on execution to responsible structural division.
