About approval of Health regulations "Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic, sanitary and preventive actions for the prevention of the infections connected with delivery of health care"

According to the subitem 113) Item 15 of the Regulations on the Ministry of Health of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of February 17, 2017 No. 71 of PRIKAZYVAYU:

1. Approve the enclosed Health regulations "Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic, sanitary and preventive actions for the prevention of the infections connected with delivery of health care".

2. Declare invalid the order of the Minister of Health of the Republic of Kazakhstan of January 15, 2013 No. 19 "About approval of Rules of carrying out infectious control in the medical organizations" (it is registered in the Register of state registration of regulatory legal acts at No. 8339).

3. To provide to committee of sanitary and epidemiologic control of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

4. To impose control of execution of this order on the supervising vice-Minister of Health of the Republic of Kazakhstan.

5. This order becomes effective after ten calendar days after day of its first official publication.

Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic, sanitary and preventive actions for the prevention of the infections connected with delivery of health care

Chapter 1. General provisions

1. These Health Regulations "Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic, sanitary and preventive actions for the prevention of the infections connected with delivery of health care" (further – Health regulations) are developed according to the subitem 113) of Item 15 of the Regulations on the Ministry of Health of the Republic of Kazakhstan approved by the order of the Government of the Republic of Kazakhstan of February 17, 2017 No. 71 and establish sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic, sanitary and preventive actions for the prevention of the infections connected with delivery of health care.

2. In these Health regulations the following terms are used:

1) antiseptics – set of methods of destruction or suppression of activity of potentially dangerous microorganisms on skin, mucous membranes, wounds and the patient's cavities for the purpose of ensuring treatment and the prevention of development of infectious process;

2) antiseptics – the chemical, biological means intended for carrying out antiseptics;

3) antibiotics – the medicines of natural or semi-synthetic origin suppressing growth of microorganisms;

4) asepsis – set of the methods directed to the prevention of hit of causative agents of infections on skin, wound and the patient's cavities in case of transactions, medical and diagnostic procedures;

5) disinfection – complex of the special events directed to destruction of causative agents of infectious and parasitic diseases in the external environment;

6) disinfectants (further – dezsredstvo) – the chemical and biological means intended for carrying out disinfection (disinfectants), presterilizing cleaning, sterilization (sterilizing means), disinsection (disinsection means), deratization (deratization means) and also repellent means and pedikulitsida;

7) infection source – the native habitat of microorganisms where their accumulating, growth, reproduction and allocation to the environment is provided;

8) infectious control – system of the organizational, sanitary and anti-epidemic and sanitary and preventive actions directed to the prevention of origin and distribution of ISMP in the medical organizations;

9) the incubatory period – interval of time from the moment of hit of the causative agent of infection in organism before manifestation of the first symptoms of disease in organism before manifestation of the first symptoms of disease;

10) standards of infectious control – procedure for the organization and carrying out system of infectious control;

11) the infection connected with delivery of health care (further – ISMP) is any infectious disease of bacterial, virus, parasitic or fungal origin, joining the main disease at the hospitalized patients, and also connected with receipt of any kinds of medical services by the patient in the organizations of health care or disease of the employee of the medical organization owing to its work in this organizations;

12) infection drift in the medical organization – the infectious diseases acquired before receipt in hospital and shown or revealed in hospital;

13) risk factors – conditions of the environment or the organism which promote emergence of ISMP and the environment elements which are taking part in transfer of the causative agent of infection;

14) strain – the net culture of bacteria, mushrooms, rikketsiya and other microorganisms which is marked out from certain source and identified according to tests of modern classification;

15) exogenous infection – the infection developing as a result of infection with microorganisms from the outside;

16) endogenous infection – the infection developing as a result of activation of activators of the organism;

17) endometritis – disease which is caused by inflammatory process in internal blanket of mucous membrane of body of uterus (endometrium);

18) epidemiological observation – systematic collection, comparison and data analysis about cases of infections and providing responsible persons with information for taking measures to improvement of quality of medical care and prevention of infectious diseases;

19) epidemiological diagnostics is set of methods and methods of identification of the reasons and conditions of emergence of diseases. Provides identification of departments of risk, groups and collectives of risk, and also risk time, formulation, assessment and the proof of hypotheses of risk factors, reasons for the directions of prevention and assessment of its results. The main Sections of epidemiological diagnostics are the retrospective and operational epidemiological analysis.

Chapter 2. Sanitary and epidemiologic requirements to the organization and holding sanitary and anti-epidemic, sanitary and preventive actions for the prevention of the infections connected with delivery of health care

3. The case of ISMP is exposed based on the this epidemiological diagnostics, influence of the risk factors which are present at the patient (endogenous infection) and connected with carrying out medical intervention (exogenous infection) taking into account criteria of determination of ISMP according to appendix 1 to these Health regulations.

4. In case of registration of case of ISMP by the medical organizations within the first days the operating plan of sanitary and anti-epidemic and sanitary and preventive actions is developed.

5. The infectious diseases revealed during stay of the patient in the medical organization or during the incubatory period after the statement from it are subject to accounting as ISMP on the medical organization.

6. Are subject to accounting as ISMP on the medical organization according to appendix 1 to these Health regulations:

1) skin infections of newborns if were shown within seven calendar days after the statement, generalized forms – within thirty calendar days after the statement;
