1. Approve enclosed:

Regulations on features of implementation of supervisory control in power industry, technology accession to power networks and regulation of the relations in the field of power industry in the retail markets within technology isolated territorial electric utility systems (further - the Provision);

changes which are made to the pricing Bases in the field of regulated prices (rates) in power industry approved by the order of the Government of the Russian Federation of December 29, 2011 No. 1178 "About pricing in the field of regulated prices (rates) in power industry" (The Russian Federation Code, 2012, No. 4, Art. 504; 2022, No. 36, Art. 6236).

2. Determine that:

features of implementation of supervisory control in power industry, technology accession to power networks and the regulations of the relations in the field of power industry in the retail markets within technology isolated territorial electric utility systems established by the Provision are applied during the period from January 1, 2023 to December 31, 2023 inclusive;

requirements of Items 11 and 12 of the Regulations on need of approval of the system operator of documentation developed in case of technology accession of power generation facilities or power receiving devices of consumers of electrical energy to power networks and technical solutions on construction, reconstruction, upgrade, modernization of the power generation facilities provided by such documentation do not extend to the documentation coordinated and approved in the procedure established by the legislation of the Russian Federation before entry into force of the Provision;

The provision is effective till January 15, 2024 inclusive.

3. Provide to the Ministry of Energy of the Russian Federation monitoring of preparation and implementation of transfer by subjects of supervisory control in technology isolated territorial electric utility systems and acceptances by the system operator:

functions of dispatching management (maintaining) concerning the power generation facilities and power receiving devices which are part of technology isolated territorial electric utility systems, on December 28, 2023 at 12 hours 00 minutes local time;

functions on supervisory control in power industry in technology isolated territorial electric utility systems in full on December 31, 2023.

4. To Federal Antimonopoly Service to review established on the second half of the year 2023 of the price (rates) for the services in supervisory control in power industry regarding management of technology working hours of power generation facilities and power receiving devices of consumers of electrical energy, and also ensuring functioning of technology infrastructure wholesale and the retail markets and implementation of designing of development of electric utility systems rendered by "System Operator of the Unified Energy System" joint-stock company for the purpose of accounting in case of their establishment of the expenses of the system operator connected with the organization of accomplishment of functions by it on supervisory control in power industry in technology isolated territorial electric utility systems during transition period till December 31, 2023 in a month.

5. This resolution becomes effective from the date of its official publication.

This Provision establishes features of implementation of supervisory control in power industry, technology accession to power networks and regulation of the relations in the field of power industry in the retail markets within technology isolated territorial electric utility systems, including regarding transfer of electric utility systems of Russia to the system operator (further - the system operator) necessary documents and information, the organization of communication systems and order of interaction of subjects of supervisory control in power industry which zones of dispatching responsibility till December 31, 2023 inclusive are technology isolated territorial electric utility systems which list is determined by Rules of supervisory control in power industry, approved by the order of the Government of the Russian Federation of December 27, 2004 No. 854 "About approval of Rules of supervisory control in power industry" (further - subjects of supervisory control), other subjects of power industry and consumers of electrical energy with the system operator for the period from January 1, 2023 to December 31, 2023 inclusive (further - transition period).

2. Subjects of supervisory control shall transfer to the system operator on December 28, 2023 at 12 hours 00 minutes local time, and the system operator to the specified date and time to accept functions of dispatching management (maintaining) concerning the power generation facilities and power receiving devices which are part of technology isolated territorial electric utility systems.
