1. Approve the enclosed Instruction about procedure for obligatory support of Department of protection of the Ministry of Internal Affairs of the Republic of Belarus by divisions of the alcoholic, non-food alcohol-containing products and non-food ethyl alcohol, tobacco raw materials and tobacco products moved on the territory of the Republic of Belarus with road transport.
2. This resolution becomes effective since December 1, 2006.

The instruction about procedure for obligatory support of Department of protection of the Ministry of Internal Affairs of the Republic of Belarus by divisions of alcoholic, non-food alcohol-containing products and the non-food ethyl alcohol, tobacco raw materials and tobacco products moved on the territory of the Republic of Belarus with road transport (further - the Instruction), is developed based on article 23 of the Law of the Republic of Belarus of August 27, 2008 "About state regulation of production and turnover of alcoholic, non-food alcohol-containing products and non-food ethyl alcohol" (The national register of legal acts of the Republic of Belarus, 2008, No. 212, 2/1526), Item 26-1 of the Regulations on state regulation of production, turnover and consumption of the tobacco raw materials and tobacco products approved by the Decree of the President of the Republic of Belarus of December 17, 2002 No. 28 "About state regulation of production turnover and consumption of tobacco raw materials and tobacco products" (The national register of legal acts of the Republic of Belarus, 2002, No. 143, 1/4234), also establishes single requirements to procedure for obligatory support of Department of protection of the Ministry of Internal Affairs of the Republic of Belarus by divisions (further - divisions of Department of protection) imported (intended for export) on customs area of the Republic of Belarus from customs area of the State Parties of the Agreement on the Customs union and the Common economic space of February 26, 1999 of alcoholic products (except for the imported alcoholic beverages marked by excise stamps), the non-food alcohol-containing products and non-food ethyl alcohol moved on the territory of the Republic of Belarus with road transport or moved with transit through customs area of the Republic of Belarus road transport and also tobacco raw materials and tobacco products, moved with transit through customs area of the Republic of Belarus road transport (further - obligatory maintenance of products).
3. The customer in this Instruction is understood as the legal entity, physical person or the individual entrepreneur (daleelitso) which on the property right, economic maintaining, operational management possesses products which are subject to obligatory maintenance, and also person which is carrier or the freight forwarder of these products.
4. Import to the territory of the Republic of Belarus from the territory of the Russian Federation and export from the territory of the Republic of Belarus on the territory of the Russian Federation of products which are subject to obligatory maintenance are performed in the places determined by the resolution of Council of Ministers of the Republic of Belarus of November 29, 2005 No. 1346 "About movement of the vehicles used for international carriages through the Belarusian-Russian border" (The national register of legal acts of the Republic of Belarus, 2005, No. 191, 5/16856) for movement of automotive vehicles through the Belarusian-Russian border.
5. Obligatory maintenance of products is performed by divisions of Department of protection based on the agreement on rendering security (paid) services in protection of the freights moved with transport signed with the customer (further - the agreement) which form is approved by the resolution of Council of Ministers of the Republic of Belarus of February 11, 2005 No. 154 "About measures for implementation of the Decree of the President of the Republic of Belarus of August 19, 2004 No. 6" (The national register of legal acts of the Republic of Belarus, 2005, No. 26, 5/15592).
6. For the conclusion of the agreement the customer needs to fill and send to one of divisions of Department of protection according to the list according to appendix 1 to this Instruction the request for obligatory maintenance of products in form according to appendix 2 to this Instruction (further - the request) in which are specified:
