About approval of the Control technique biological risks
According to the subitem 5) of Item 2 of article 10 of the Law of the Republic of Kazakhstan "About biological safety of the Republic of Kazakhstan" I ORDER:
1. Approve the enclosed Control technique by biological risks.
2. To provide to committee of the state inspection in agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:
1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;
2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.
3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.
4. This order becomes effective after ten calendar days after day of its first official publication.

1. This Control technique is developed by biological risks (further – the Technique) according to the subitem 5) of Item 2 of article 10 of the Law of the Republic of Kazakhstan "About biological safety of the Republic of Kazakhstan" (further – the Law) and determines procedure for management of biological risks in the field of quarantine of plants.
2. In this Technique the following concepts are used:
1) biological safety – the condition of security of people and separate components of the environment (atmospheric air, surface and underground water, the land surface and soil layer, plant and animal life and other organisms) from dangerous biological factors including provided with measures of biological protection;
2) the level of biological safety – the level of prevention of spread of the infectious diseases connected with the address pathogenic biological agents (further – PBA), and ensuring biological safety;
3) assessment of biological risks – the element of management of biological risks also represents set of the organizational, analytical and practical actions directed to the prevention of emergence of negative effects of impact of dangerous biological factors, means, methods, technologies, services in the different fields of activity connected with the address with PBA;
4) the treatment of pathogenic biological agents – processes (stages) of work with PBA which are directly directed to allocation (detection), development (creation), production (production), turnover (including import (export), storage, transportation) PBA for the purpose of their research, destruction and (or) development of immunobiological medicines.
3. Assessment of biological risks is subdivided on external and internal.
4. Results of assessment of biological risks, depending on their level, are used for development of actions for elimination or decrease in biological risk to admissible (acceptable) level.
5. Control of efficiency of actions for decrease in biological risk, and also of efficiency of carrying out internal assessment of biological risks is performed according to this Technique.
6. The gradation of biological risks is based on assessment of biological risks by determination of probability of damnification to plants of PBA and weight of the caused effects.
7. The address with PBA is based on classification of PBA by pathogenicity and degree of danger according to subitems 3) and 4) of Item 1 of article 13 of the Law.
The Attenuirovanny (weakened) strains of microorganisms which are PBA III of group of pathogenicity belong to PBA IV of group of pathogenicity.
8. Biological risks are divided into three levels:
1) the low level of biological risk – the situation which arose in case of the address with PBA which is capable to do harm to plants and not extending from the infected organism to healthy concerning which effective remedies and measures of fight and prevention are available;
2) the average level of biological risk – the situation which arose in case of the address with PBA which is capable to do harm to plants with the minimum distribution from the infected organism to healthy, concerning which effective remedies and measures of fight and prevention are available;
3) the high level of biological risk – the situation which arose in case of the address with PBA which is capable to do considerable harm to plants, easily extending from the infected organism to healthy including concerning which there are no effective remedies and measures of fight and prevention.
9. Internal assessment of biological risks (further – internal assessment) is carried out by the subjects performing activities for the address with PBA (further – the subject), concerning own activities for the address with PBA, in planned procedure is at least once a year and off-schedule.
10. Unplanned internal assessment is performed in case of:
1) laboratory activities for the address with PBA concerning which assessment of biological risk was not carried out;
2) commissioning of new laboratory, new equipment and new method of work, reconstruction (re-planning, re-equipment) laboratory rooms.
11. For internal assessment of biological risks the group of the subject's specialists is created (further – group).
12. Within internal assessment the level of biological risk and measure of its elimination or decrease to admissible (acceptable) level are estimated.
13. By results of internal assessment by group the conclusion about biological safety prepares (further – the conclusion).
14. The conclusion reflects information:
1) about degree of biological risk of potentially dangerous biological object for personnel and living near the population;
2) about extent of emergence of emergency situations on potentially dangerous biological object;
3) about assessment of possible effects;
4) about assessment of actions for the prevention of emergency situations and readiness for liquidation of emergency situations on potentially dangerous biological object;
5) about assessment of actions for decrease in biological risk and mitigation of the consequences of emergency situations on potentially dangerous biological object.
15. Are applied to the conclusion:
1) the situational plan with indication of effects from possible emergency situations on potentially dangerous biological object;
