About mail service

This Law determines legal, social and economic and organizational basis of activities in the sphere of rendering services of mail service, and also governs the relations between public authorities and local government bodies, operators of mail service and users of their services.

Section I. General provisions

Article 1. Determination of terms

In this Law terms are used in such value:

the subscription box - box with means for prevention of unauthorized access, is established in object of mail service and is provided in use to the addressee for a fee for obtaining on his name of mailings, postal orders, periodic printing editions;

the subscriber mailbox - special box with means for prevention of unauthorized access, is intended for receipt by addressees of simple mailings, periodic printing editions, notices on receipt of the registered mailings;

subscriber post case - the special case with subscriber mailboxes established at entrance, lobby of the residential or office building for receipt by addressees of simple mailings, periodic printing editions, notices on receipt of the registered mailings;

the addressee (receiver) - legal entity or physical person to which the mailing, postal order is addressed;

address mailing - departures of written correspondence, consisting only of promotional, marketing or information materials, other printed materials also contains the identical message, except name of the addressee, the address and identification code, and also other differences, not changing essence of the message which is sent and delivered to addressees to the address. the sender - the physical person or legal entity, surname, name, middle name (in the presence) or the name of which are specified in accordance with the established procedure in case of transfer of the mailing, postal order and which represents to the operator of mail service for transfer the mailing, postal order;

the state social standards of rendering universal services of mail service - standard rates and normative terms of transfer of mailings;

the small packet - the international registered mailing weighing up to 2 kilograms with investment of samples of goods, small objects of gift or other nature, the written notice, has nature of personal correspondence;

the electronic brand sign of post payment which in the form of graphical information is applied on letters, postcards contains information on the mailing and confirms fee of mail service which are provided by the appointed operator of mail service;

The unified state register of operators of post communication - the information and communication system containing information on operators of mail service of Ukraine;

means of post communication - post devices and the equipment, vehicles of mail service, post machines, stamps;

the grouped mailings "Consignment" - several international mailings which at the same time move one sender for transfer out of limits of Ukraine or arrive to Ukraine from one sender from other country;

signs of post payment - stamps, the marked envelopes and postcards, electronic brands, prints of the state signs of labeling (frankovy) machines, payment prints put typographical or in a different way which are means of fee of mail service;

the user of services of mail service (user) - the physical person or legal entity using services of mail service as the sender or the receiver;

courier service - service of mail service in transfer of the mailing which acceptance from the sender and/or delivery of which to the addressee is performed out of object of mail service;

the letter - the mailing weighing up to 2 kilograms containing the written notice and documents enclosed in post envelope or which is drawn up otherwise that does not allow the third parties to examine its content;

the marking (franking) machine device intended for drawing on letters, postcards the print of the state sign confirming fee of mail service, date of acceptance and other information;

the international mailing - the mailing accepted for transfer out of limits of Ukraine is delivered to Ukraine or moves through the territory of Ukraine in transit of mail service by operators;

sack of "M" - the international registered mailing (special sack) with investment of printing editions (books, newspapers, magazines and t. e), who moves for transfer by one sender and it is addressed to one addressee;

monitoring of quality of universal services - collection, processing, storage, data analysis about indicators of quality of universal services of mail service, are performed by the national regulator;

national regulyator-Natsionalnaya the commission performing state regulation in spheres of electronic communications, radio-frequency range and provision of services of mail service;

the objects of post communication department of mail service and other production structural divisions of the operator of mail service involved in single production engineering procedure on provision of services of mail service;

the operator of post communication subject of managing performing activities in the territory of Ukraine and in the procedure established by the legislation providing services to mail service;
