About additional measures for further development of agricultural industry of the Tashkent region

For the purpose of ensuring execution of the Presidential decree of the Republic of Uzbekistan of January 28, 2022 No. UP-60 "About the Strategy of Development for New Uzbekistan for 2022 - 2026" in the Tashkent region and creations of favorable agrobusiness environment:

1. Take into consideration that on the basis of the new procedure established for complex social and economic development of regions the existing problems and opportunities in areas and the cities of the Tashkent region are comprehensively studied, important projects by the territories are created and widely discussed with participation of local community.

2. Determine the main directions of development of agricultural industry of the Tashkent region:

effective use of land and water resources, yield increase due to creation of modern intensive gardens and vineyards and establishing intensive vegetable growing taking into account edaphic-climatic conditions of the territories;

active cooperation with the international organizations for production and conversion of agricultural products, step-by-step implementation of the innovative solutions (know-how) in industry;

satisfaction of need of the domestic market for agricultural products and its export;

application of the advanced achievements of science in case of cultivation of crops and the organization of seed farming.

3. Approve the offers of the Ministry of Agriculture, the State committee on forestry, khokimiyat of the Tashkent region, Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan providing:

specialization of districts of the Tashkent region in cultivation of agricultural products for 2022-2023 according to appendix No. 1;

return of 20 thousand hectares of pastures of Akhangaransky state forestry to area reserve.

4. To khokimiyat of the Tashkent region (Z. Mirzayev), to the Ministry of Agriculture (A. Voitov), to the Ministry of water economy (Sh. Hamrayev), to Agency on development of public-private partnership (Z. Bozorov), to the State committee on geology and mineral resources (A. Kadyrkhodzhayev), to the Agency according to the inventory (F. Pulatov) to take measures for introduction in agricultural turnover of 45 thousand hectares of land in Akhangaransky district in 2023 - 2025 within the direction of effective use of land and water resources. At the same time:

the project on construction of water storage basin of Toshtep will be implemented in pilot procedure by the conclusion of the direct contract with entrepreneurs on the basis of the principles of public-private partnership;

in the territories adjacent to water storage basin of Toshtep, water supply will be improved and 15 thousand hectares, including 5 thousand hectares - due to implementation of water saving technologies, by 7,5 thousand hectares - due to installation of 20 pumps and construction of 78 vertical wells, 2,5 thousand hectares - due to recovery and construction of irrigational networks are introduced into circulation in total;

at the expense of the organization of seed farming of pasturable plants, cultivation requiring not enough water of grain, oil-bearing, bean and feed crops, creations of plantations of drug plants will be implemented projects on livestock production and cultivation of drug plants on the area of 30 thousand hectares.

To khokimiyat of the Tashkent region (Z. Mirzayev), to the Ministry of Agriculture (A. Voitov), to the Ministry of water economy (Sh. Hamrayev) to make in the Cabinet of Ministers the reasonable offer on creation on bogharic lands of Akhangaransky district of the Tashkent region of modern vineyards on production of export products on the basis of water saving Israeli technologies with use of underground waters in a month.

5. Implement in the Tashkent region for a period of up to January 1, 2028 the procedure for use of the land which left agricultural turnover and intended for new development in the agricultural purposes, providing the following:

a) the term of carrying out open electronic tenders on E-AUKSION trading floor on providing the right of lease of the parcels of land is established in 7 days, in case of participation of one applicant he is recognized the winner;

b) the parcels of land are exposed on open tenderings in the diversified direction, and the land user is granted the right of voluntary determination (change) of the specialty. At the same time the land user officially notifies the lessor;

c) the hydrogeological conclusions on use of underground waters are provided free of charge.

6. To provide to khokimiyat of the Tashkent region together with the Ministry of Agriculture, Agency on management of the state assets, khokimiyats of areas and other interested organizations in short terms exposure of the new mastered parcels of land leased to open electronic tender.

7. Approve:

The program of implementable actions for development of agricultural industry in districts of the Tashkent region in 2022 - 2025 according to appendix No. 2;

forecast parameters of crops by intensive method and cultivation of vegetable cultures in districts of the Tashkent region in 2023 according to appendix No. 3.
