About measures for increase in efficiency of the reforms directed to transition of the Republic of Uzbekistan to "green" economy till 2030

For the purpose of realization of the tasks determined in the Strategy of development for New Uzbekistan for 2022 - 2026, increases in efficiency of the taken measures for ensuring "green" and inclusive economic growth within the Strategy of transition of the Republic of Uzbekistan to "green" economy, and also further expansion of use of renewable energy resources and resource-saving in all industries of economy:

1. Approve:

a) The program for transition to the "green" economy and ensuring "green" growth in the Republic of Uzbekistan till 2030 (further - the Program) intended for achievement of the following strategic objectives according to appendix No. 1:

decrease in specific emissions of greenhouse gases per unit of gross domestic product for 35 percent from the level of 2010;

increase in production capacity of renewable energy resources up to 15 GW and bringing their share in the total production of electrical energy to more than 30 percent;

increase in energy efficiency in the sphere of the industry for 20 percent at least;

decrease in the power consumption having per unit of gross domestic product by 30 percent, including due to expansion of use of renewable energy resources;

substantial increase of efficiency of water use in all industries of economy, implementation of water saving technologies of irrigation on the area up to 1 million hectares;

expansion of green zones in the cities to more than 30 percent by landing on 200 million saplings a year and bringing total quantity of saplings to more than 1 billion;

bringing indicator of inventories of forest fund of the republic to more than 90 million cubic meters;

the organization in regions of 600 new collection points for waste;

b) The concept of transition to "green" economy and ensuring energy saving in industries (further - the Concept) according to appendix No. 2;

c) The action plan on transition to "green" economy and ensuring "green" growth in the Republic of Uzbekistan till 2030 (further - the Action plan) according to appendix No. 3;

d) The target parameters of economy of fuel and energy resources in economy industries in 2022 - 2026 directed to decrease in indicator of power consumption of products made by 25 companies and the organizations by 20 percent in 2026 in comparison with 2022 (further - Target parameters) according to appendix No. 4.

2. To Department of Energy together with the Ministry of Economic Development and reducings poverty, the Ministry of Finance in three-months time to develop and introduce in accordance with the established procedure in the Cabinet of Ministers the practical Plan of practical actions ("Road map") for economy of fuel and energy resources in economy industries in 2022 - 2026 directed to achievement of target parameters.

3. Determine:

The Ministry of Economic Development and reducings poverty - authorized body on coordination of activities for promotion of "green" economy and implementation of the principles of "green" growth, decrease in emissions of greenhouse gases in economy industries;

Department of Energy - authorized body on development of "green" power, in particular widespread introduction of renewable energy resources and hydrogen power, and also increase in energy efficiency and decrease in power consumption of the made products.

4. Determine that:

a) since June 1, 2023 the system of "green certificates" on the basis of requirements for restriction of impact of ecology and the environment in case of production takes root;

b) the infrastructure of state regulation of emissions of greenhouse gases in 2022 - 2026 providing is step by step created:

state accounting of emissions of greenhouse gases and maintaining their state inventory;

forming and maintaining register of carbon units;

determination of target indicators on emission reduction of greenhouse gases by economy industries;

state support of activities for emission reduction of greenhouse gases;

c) since January 1, 2024 the Modern monitoring system, the reporting and verification (MRV) in the sphere of climate change covering all greenhouse gases takes root;

d) the investment projects performed in economy industries at stages of planning and before their realization are estimated on possibility of decrease in amount of the greenhouse gases emitted by them, and on project deliverables the amount of the reduced greenhouse gases will be certified and goes for foreign markets;

e) since January 1, 2024 within investment projects on construction new solar and windfarms capacity more than 1 MW take root without fail system of accumulating of electrical energy capacity at least 25 percent from installed capacity of these stations;

e) within development of industry and territorial development strategies proceeding from characteristics of sensitivity of industries and the territories to climate change measures and investment projects for decrease in impact of climate change on the population and sectors of economy and adaptation to it are covered;

g) Ministry of Economic Development and reducings poverty:

is authorized body (national authority) on coordination of implementation of actions on the Mechanism of support of sustainable development according to article 6 of the Parisian agreement (on December 12, 2015, Paris);

participates in quality of the executive body responsible for regulation, coordination of realization and administration of commerce greenhouse gases at the international and republican levels (Emission Trade System - ETS, Joint Credit Mechanism - JCM and other), and also for conducting monitoring and the reporting during projects implementation in this sphere;

h) the drafts of regulatory legal acts and programs providing the projects and measures concerning the strong "green" economic rise, transition to "green" economy in particular influencing amount of emissions of greenhouse gases are subject to obligatory coordination with the Ministry of Economic Development and reducings poverty.

5. Create Interdepartmental council on coordination of measures for transition of the Republic of Uzbekistan to "green" economy (further - Interdepartmental council) in structure according to appendix No. 5, having determined it the main objectives:

ensuring execution in full state bodies and the organizations, executive bodies on places of the measures provided in the Strategy of transition of the Republic of Uzbekistan to "green" economy for 2019 - 2030 (further - Strategy), the Program and the Action plan, and also implementation of system control of their timely realization;

quarterly hearing of reports of heads of state bodies and the organizations about accomplishment of the planned measures for development of "green" economy;

on the basis of permanent monitoring taking measures to enhancement of activities of the responsible organizations for the purpose of increase in efficiency of the measures performed within Strategy.

6. Approve offers of the Ministry of Economic Development and reducing poverty, the international financial institutions and partner organizations for development on creation:

Coordination panel of donors in structure according to appendix No. 6;

Technical secretariat in the Ministry of Economic Development and reducings poverty as a part of additional 4 established posts.

Determine that:

the main objective of the Coordination panel of donors is mutual coordination of activities for technical support, the analysis and capacity-building of the international financial institutions and the partner organizations for development functioning in the field of climate change and "green" growth in Uzbekistan;

The technical secretariat is the project office operating as working body of the Coordination panel of donors.

7. Determine that in the effective organization and coordination of joint activities of all parties upon transition and development of "green" economy:

The interdepartmental council provides the effective organization of work of the ministries and departments for ensuring strategy implementation, the Program and Action plan;

The Ministry of Economic Development and reducings poverty, being working body of Interdepartmental council, coordinates activities of the ministries and departments responsible for implementation of measures in this direction;

The coordination panel of donors assists in permanent assessment of accomplishment of the measures determined in the Program and the Action plan, attraction of technical and financial support, forming of sources of financing of perspective projects;

The technical secretariat will organize activities of the Coordination panel of donors, promotes its mutual coordination with Interdepartmental council in realization of the tasks determined in Strategy, the Program and the Action plan.

8. To the center of hydrometeorological service and National research institution of renewable energy resources in two-month time to create the Innovative database on solar, wind and biogas energy resources on all republic by fund of science funding and support of innovations of the Ministry of innovative development.

9. To the Ministry of Economic Development and reducings poverty:

a) in two-month time to develop and submit for approval in Interdepartmental council of regulations on creation and procedure of activities of Technical secretariat and interdepartmental working groups, regulations of the Coordination panel of donors.

At the same time to provide in regulations of the Coordination panel of donors:

effective organization of its activities;

elimination and prevention of mutual duplication of efforts of the international financial institutions and partner organizations for development in the field of climate change and "green" growth;

adjustment of effective cooperation with the ministries and departments concerning climate change and "green" growth;

b) together with the Department of Energy, the Ministry of Finance and the international financial institutions since June 1, 2023 to provide implementation of system of "green certificates";

c) together with the Center of hydrometeorological service to provide complete implementation since January 1, 2024 of the Modern monitoring system, the reporting and verification (MRV) in the sphere of climate change;

d) together with the Ministry of Finance, other ministries and departments in three-months time with involvement of foreign experts to develop and make the offers providing acceleration of implementation of the principles of ecological, social and corporate management (ESG) on industrial enterprises in the Cabinet of Ministers;

e) together with the State committee on ecology and environmental protection, the Department of Energy, the Ministry of Finance, the Center of hydrometeorological service, other interested ministries and departments to provide creation of infrastructure of state regulation of emissions of greenhouse gases in 2022 - 2026, and also till May 1, 2023 to develop and introduce to the Cabinet of Ministers the bill of the Republic of Uzbekistan "About emission limitation of greenhouse gases";

e) together with Agency on management of the state assets, the Ministry of Finance, the Department of Energy and economic associations in two-month time to provide coordination of approval in relevant organs of management of large industrial enterprises:

the relevant management decisions about development of technical policy on energy saving, increase in energy efficiency due to upgrade and reconstruction of capacities on large production enterprises and inclusion of its indicators in annual business plans;

methodology and instructions by the industries determining consumption rates of fuel and energy resources per unit of the made products (works, services).

10. To the state committee on ecology and environmental protection together with the Ministry of Economic Development and reducings poverty, the Ministry of housing-and-municipal servicing, the Ministry of Finance till July 1, 2023 to introduce the draft of the regulatory legal act providing complete implementation of the principle "pollutant to the Cabinet of Ministers pays", and also enhancement of system of charges for environmental pollution by increase in the installed rate of charge for pollution and extensions of the list of pollutants.

11. To the ministry of innovative development together with the Ministry of Economic Development and reducings poverty, the Department of Energy and the State committee on ecology and environmental protection annually till December 1 to submit for approval of Republican council on science and technologies target programs of research and innovative projects in the directions of development of "green" economy, at the same time having paid special attention:

to carrying out basic and applied researches in the priority directions in the field of "green" economy;

to studying of opportunities of transition to application in industries of economy of "green" technologies, in particular resource-saving technologies, technologies for non-waste production giving the chance of conversion of waste, safe chemicals and also use of renewable energy and their implementation in practice;

realization of perspective innovative developments and startup projects, and also support of their commercialization and transfer of technologies.

Determine that financing expenses of target programs are covered within the funds allocated for implementation of state programs on scientific activities and also by fund of support of innovative development and the innovative ideas.

12. To the Cabinet of Ministers in two-month time to approve the plan of specific measures for development of renewable energy resources and hydrogen power in the republic.

13. Include in structure of Department concerning development of geology, the mining and metallurgical sphere and the industry of executive office of the Cabinet of Ministers position of the chief specialist at the expense of vacant established post of executive office of the Cabinet of Ministers.

14. Establish the following procedure for coordination and monitoring of high-quality and timely implementation of the measures determined in this resolution:

the ministries and departments, executive bodies on places, the companies with participation of the state - quarterly, to the 5th following reporting quarter represent to the Ministry of Economic Development and reducings poverty the report on implementation of actions, provided in the Action plan approved by this resolution and in industry programs of resource-saving, and also about condition of achievement of Target parameters;

The Ministry of Economic Development and reducings poverty mezhvedomstvenno coordinates activities of the responsible ministries and departments, quarterly, to the 15th following reporting quarter enters the generalized analytical information on implementation of actions in Interdepartmental council, determined by this resolution;

The interdepartmental council introduces to the Prime Minister of the Republic of Uzbekistan and Administration of the President of the Republic of Uzbekistan information on the carried-out work following the results of every quarter.

15. Make changes to some resolutions of the President of the Republic of Uzbekistan and the Government of the Republic of Uzbekistan according to appendix No. 7.

16. Assign to deputy prime ministers of the Republic of Uzbekistan D. A. Kuchkarov and Zh. T. Mirzamakhmudov the personal responsibility for the effective organization of execution of this resolution.

 

Appendix No. 1

The program for transition to "green" economy and ensuring "green" growth in the Republic of Uzbekistan till 2030

The problematic issues connected with climate change negatively influence efficiency of the reforms undertaken in the country, in particular the economic growth and reducing poverty, ensuring ecological and food security. Proceeding from it in the country in this direction much attention is paid to decrease in impact of climate change and adaptation to it, acceleration of measures for transition to "green" economy, promotion of "green" and inclusive model of economic growth.

With respect thereto for the purpose of stimulation of "green" economic growth in the country, rational use of natural resources, attraction of "green" investments, mitigation of negative impact of ecological crisis the resolution of the President of the Republic of Uzbekistan of October 5, 2019 No. PP-4477 approves the Strategy of transition of the Republic of Uzbekistan to "green" economy during 2019 - 2030.

Due to the epidemiological situation caused by coronavirus pandemic (COVID - 19) in 2020, the possibility of intensive realization of this Strategy was limited both in the Republic of Uzbekistan, and in the countries of the world.

At the same time at the 26th session of the Framework convention of the United Nations on climate change (COP26) which took place in November, 2021 within the Parisian agreement the Republic of Uzbekistan declared adoption of additional obligations on reducing by 2030 emissions of greenhouse gases per unit of gross domestic product for 35 percent in comparison with the level of 2010.
