According to subitem 8-2) of Item 1 of article 7 of the Law of the Republic of Kazakhstan "About quarantine of plants" and Item 2 of article 24 of the Law of the Republic of Kazakhstan "About biological safety of the Republic of Kazakhstan" I ORDER:

1. Approve the enclosed Rules of forming, maintaining and content of working collections of the pathogenic and industrial microorganisms used in the field of quarantine of plants.

2. To provide to committee of the state inspection in agro-industrial complex of the Ministry of Agriculture of the Republic of Kazakhstan in the procedure established by the legislation:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Agriculture of the Republic of Kazakhstan after its official publication.

3. To impose control of execution of this order on the supervising vice-Minister of Agriculture of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of forming, maintaining and content of working collections of the pathogenic and industrial microorganisms used in the field of quarantine of plants

Chapter 1. General provisions

1. These rules of forming, maintaining and content of working collections of the pathogenic and industrial microorganisms used in the field of quarantine of plants (further – Rules), are developed according to subitem 8-2) of Item 1 of article 7 of the Law of the Republic of Kazakhstan "About quarantine of plants", Item 2 of article 24 of the Law of the Republic of Kazakhstan "About biological safety of the Republic of Kazakhstan" and determine procedure for forming, maintaining and content of working collections of the pathogenic and industrial microorganisms used in the field of quarantine of plants.

2. In these rules the following basic concepts are used:

1) microorganism strain – homogeneous culture of species of microorganism with certain biological properties;

2) working collection of pathogenic and industrial microorganisms (further – working collection) – the collection of strains of pathogenic and industrial microorganisms created by the subject performing the treatment of pathogenic biological agents in the scientific, production, diagnostic and research purposes;

3) reference (reference) strain – the microorganism strain used as an example for the purpose of comparison of taxonomical properties;

4) natural strain – the microorganism strain isolated (allocated) from people and components of the environment (animals, plants, water, the soil, air);

5) test strain (control) – strain of microorganism which is used in case of monitoring procedure of quality of laboratory researches (control of nutrient mediums, medicines, confirmation of correctness of laboratory methods, interpretations of results of the researches requiring standardization);

6) strain-immitator – the microorganism strain with the weakened virulence used for training when carrying out external and intra laboratory quality evaluation.

3. Contain in working collections:

1) reference (reference) strains;

2) test strains (control);

3) strains-immitatory;

4) natural strains.

The working collection of the subject performing the treatment of pathogenic biological agents in addition includes strains of microorganisms concerning which holding procedure of identification is necessary for further deposition in national collection of pathogenic and industrial microorganisms.

4. Before placement in working collection individual number is assigned to strain of microorganism.

The individual number assigned to microorganism strain does not change by its transfer and serves for accounting identification in case of its reflection in the passport of strain of microorganism, registration and log books.

During the losing, death and write-off of strain of microorganism it is not allowed to assign its individual number to other strain of microorganism.

5. In case of non-staff situations in the course of use of working collection (accident, catastrophic crash, unauthorized carrying out, loss, plunder) as a result of which emergence of emergency situation is possible the subject performing the treatment of pathogenic biological agents without delay notifies bodies of homeland security, law-enforcement bodies, authorized bodies in the field of biological safety, in the field of civil protection, state body in the field of sanitary and epidemiologic wellbeing of the population for taking measures to protection of the scene, localization and mitigation of consequences, the organization of search.

Chapter 2. Procedure for forming of working collections of the pathogenic and industrial microorganisms used in the field of quarantine of plants

In working collection without procedure of identification strains of microorganisms of bacteria and the lowest mushrooms, including the genetic modified microorganisms which have scientific and practical value for agricultural industry are placed and are not dangerous to the person, animals and plants concerning which in the passport of strain of microorganism their complete properties are determined and are classified as:

1) reference (reference) strains;

2) test strains (control);

3) strains-immitatory.

7. Placement is carried out to working collection of natural strains for the purpose of their identification.
