About measures for employment and increase in the income of the population, and also effective use of lands of agricultural purpose in the Syr Darya region

For the purpose of employment and increase in the income of the population, and also growth in volumes of production of agricultural products in the Syr Darya region with effective use of land and water resources:

1. Determine the main directions of transformation of the Syr Darya region in 2023 to "the region which population is completely employed" and development of the region by the accelerated rates:

employment of the population by improvement of business environment and support of entrepreneurship in makhallyakh;

expansion of production and development of spheres of trade and rendering services by creation of infrastructure conditions;

creation of new workplaces and growth in volumes of production of agricultural products due to effective use of land and water resources.

2. Approve summary target indicators of the new workplaces created in the Syr Darya region in 2023 according to appendix No. 1.

To the deputy prime minister D. A. Kuchkarov together with the acting as hokim of the A.A Syr Darya area. Makhmudaliyev:

in two-month time to approve the list of projects in spheres of investments, entrepreneurship and rendering the services realized in the Syr Darya region in 2023, and also the created new workplaces by areas and the cities and "road maps" on their realization;

establish permanent monitoring of timely and effective project organization in spheres of investments, entrepreneurship and rendering services, creation of new workplaces, to provide in Administration of the President of the Republic of Uzbekistan information on the done work quarterly.

3. Within the direction of employment of the population by improvement of business environment and support of entrepreneurship in makhallyakh the Syr Darya region:

a) implement procedure according to which as experiment in makhallyakh, including in 13 makhallyakh the Syr Darya region with the high level of unemployment, in 2023 practice of creation by cotton and textile clusters of sewing and knitted workshops on 25 - 40 workplaces, and since January 1, 2023 till January 1, 2026 takes root:

cotton and textile clusters are granted the right to deduction of expenses on acquisition of the depreciable assets connected with creation of sewing and knitted workshops in equal shares in case of calculation of the income tax within two years. At the same time this tax benefit is applied under condition when the income from cotton and textile activities constitutes at least 80 percent from total income following the results of the current accounting (tax) period;

the land tax and the property tax from legal entities on the parcels of land and objects occupied with sewing and knitted workshops, framed cotton and textile clusters are levied in the amount of one percent from the added amount from these taxes.

To the Ministry of Finance together with responsible departments in two-month time to introduce to the Cabinet of Ministers the bill on modification and the amendments in the Tax code following from this subitem.

Approve forecast indicators of creation by cotton and textile clusters of small sewing and knitted manufacture workshops and new workplaces in makhallyakh the Syr Darya region in 2023 according to appendix No. 2;

b) in the microcenters created in makhallyakh the Syr Darya region along with the directions of the industry, workmanship, nadomnichestvo and livestock production objects of trade and rendering services will be organized.

Approve the address list of the microcenters created in the directions of the industry, workmanship, nadomnichestvo, livestock production, trade and rendering services in makhallyakh the Syr Darya region in 2023 according to appendix No. 3;

c) To work agency makhallabay and to development of entrepreneurship (M. Ubaydullayev) together with khokimiyat of the Syr Darya region (A. Makhmudaliyev), Agency on cases of youth (A. Sajdullayev) and Hunarmand Association to take measures for the direction during 2023 - 2025, according to the procedure of experiment, from existing the 236th makhally the region in year to five young men and girls from everyone waved, interested in workmanship, on training courses for training in craft in mechanical schools of the Fergana, Andijan, Namangan, Bukhara regions, known in the republic.

a) approve the offer of the Ministry of Agriculture on transfer of all 137,2 of hectare of land of agricultural purpose in other categories of land fund for the purpose of development of roadside infrastructure, including placement of objects of trade and service in the following territories according to appendix No. 4:

on the section of the highway of the international A-373, M-39 value and M-34, passing on the territory of the Syr Darya region and also in the territories of makhally "Kamolot" and Dustlik of Syrdarya Region (further - the chosen parcels of land);

in the makhall of Farovon which is on balance of khokimiyat of Saykhunabadsky district;

in the territory waved Ulugobod of the city of Gulistan.

To provide to the agency according to the inventory entering of corresponding changes into the national status report of land resources based on this subitem.

Determine that according to this subitem the payments on compensation of losses of agricultural and forestry and landscape production calculated in connection with exception of the parcels of land of category of lands of agricultural purpose according to the procedure of exception are not levied;

b) (A. Makhmudaliyev) to provide to khokimiyat of the Syr Darya region:

in two-month time compensation in full in accordance with the established procedure the damage caused to owners, users and lessees from whom the parcels of land are withdrawn;

in two-month time return of the chosen parcels of land in accordance with the established procedure in reserve, the state registration as state-owned property and exposure to electronic online auction;

return to agricultural use of 3 500 hectares of unused lands and implementation of cultivation on them agricultural products for the purpose of the prevention of reducing the parcels of land of agricultural purpose according to appendices No. No. 5 and 5.1;

c) (A. Ortikov) and to khokimiyat of the Syr Darya region (A. Makhmudaliyev) to provide to agency on management of the state assets exposure to biddings of the state assets in the territory of the area exposed on the public biddings and not implemented throughout long term using the mechanism of step-by-step decrease in their starting cost in accordance with the established procedure according to the list according to appendix No. 6.

5. To khokimiyat of the Syr Darya region (A. Makhmudaliyev) together with the Ministry of investments and foreign trade, the Ministry of Economic Development and reducings poverty:

a) take measures for creation in 2023 of small industrial zones in the following territories:

on 50 hectares of the land area located in the territory waved Ulugobod of the city of Gulistan which category of lands is offered to be transferred to category of lands of nonagricultural assignment;

on 32,08 of hectare of the land area located on contours 374k, 375k, 378k, 381k 383k and 384k in the territory waved "Farovon" of Saykhunabadsky district whose category of lands is offered to be transferred to category of lands of nonagricultural assignment;

b) provide development and approval in a month by the corresponding district (city) khokimiyats of master plans of the small industrial zones provided by the subitem "an" of this Item;

c) take measures for providing the small industrial zones of the parcels of land allocated for creation by external engineering and communication networks at the expense of additional sources of the republican budget and local budget of the Syr Darya region in equal shares;

d) till February 1, 2023 to develop and in accordance with the established procedure to complete approval of the project documentation of the external engineering and communication networks which are subject to realization based on master plans of small industrial zones;

e) together with Single directorate on management of small and youth industrial zones of the Syr Darya region to take measures for start till March 1, 2023 of electronic online auction for lease of their territory to subjects of entrepreneurship based on master plans of small industrial zones.
