1. Determine the basic functions in the field of digital development assigned to persons responsible for questions of digital development in state bodies and other state organizations, subordinate (accountable) to the President of the Republic of Belarus and Administration of the President of the Republic of Belarus, the Constitutional Court of the Republic of Belarus, the Supreme Court of the Republic of Belarus, the Prosecutor General's Office, the Office of Council of Ministers of the Republic of Belarus, republican state bodies subordinated to the Government of the Republic of Belarus, regional executive committees (The Minsk city executive committee) (further, unless otherwise specified, - state bodies and the organizations), according to appendix.

2. This resolution becomes effective after its official publication.

drafts of plans for achievement of measure values of level of digital development of industries of economy and the administrative and territorial units established by Council of Ministers of the Republic of Belarus (further - indicators of level of digital development);

interdepartmental interaction concerning digital development;

creations, implementations, development and operation of the state digital platforms (further - GTsP), the state information systems (further - GIS) and resources and the services functioning on them;

scalings of results of successful pilot projects in the field of digital development;

works on information protection in GTsP, GIS and resources;

carrying out monitoring of operation of GTsP and (or) GIS which owner is the state body;

observance of measures for accomplishment by state body of requirements for interaction of GTsP and GIS with the Nation-wide automated information system, and also external digital platforms and information systems;

increases in digital literacy of employees of state body and subordinate organizations responsible for digital development;

1.3. introduction of offers:

on optimization and reengineering of processes taking into account opportunities of information technologies;

about implementation of actions in the field of digital development;

1.4. providing:

achievements of planned values of summary target and target indicators of the state and other programs, including industry and (or) cross-industry programs, programs of social and economic development of administrative and territorial units, regional complexes of the actions (further - the state and other programs) connected with implementation of actions in the field of digital development;

annual increase in measure values of level of digital development;

1.5. coordination:

works on transfer of the ministerial procedures which are carried out by state body and (or) the subordinate organizations in electronic form;

purchases in the field of digital development in state body;

activities of structural divisions and (or) the subordinate organizations performing functions of "office of digitalization" of state body;

implementation of the innovative, investment projects and projects of public-private partnership which are carried out for the benefit of state body in interaction with the interested state bodies (organizations);

1.6. approval of the actions concerning digital development in competence with the Ministry of Communications and Informatization, the republican unitary enterprise "Center of Digital Development", the Center of perspective researches in the field of digital development of Giprosvyaz open joint stock company;

1.7. approval of the amounts of financing from the sources of means determined in the legislation for implementation of actions in the field of digital development and scaling of results of successful pilot projects in the field of digital development;

1.8. participation in acceptance of results of works on the actions in the field of digital development included in the state and other programs, or decision making about participation in the specified acceptance of the subordinate organization;

1.9. informing within competence of the population on digital development and the opportunities given owing to such development;

1.10. preparation of offers in the budget statement for the next financial year on expenses of the republican budget, on refining of indicators of the republican budget for providing implementation of actions in the field of digital development, scaling of results of successful pilot projects in the field of digital development, operation of GTsP and (or) GIS.
