1. Approve the enclosed Administrative regulations of the State corporation on space activities Roskosmos on provision of the state service in licensing of space activities.

2. Recognize invalid:

the order of the State corporation on space activities Roskosmos of September 10, 2020 No. 245 "About approval of Administrative regulations of the State corporation on space activities Roskosmos on provision of the state service in licensing of space activities" (registration No. 60418) is registered by the Ministry of Justice of the Russian Federation on October 16, 2020;

the order of the State corporation on space activities Roskosmos of December 18, 2020 No. 368 "About modification of Administrative regulations of the State corporation on space activities Roskosmos on provision of the state service in licensing of space activities approved by the order of the State corporation on space activities Roskosmos of September 10, 2020 No. 245" (registration No. 63038) is registered by the Ministry of Justice of the Russian Federation on April 9, 2021.

3. This order is effective till September 1, 2028.

I. General provisions

Subject of regulation of Administrative regulations

1. These Administrative regulations establish procedure for provision by the State corporation on space activities Roskosmos (further - Corporation) the state service "Licensing of Space Activities" (further - the state service).

2. Applicants on receipt of the state service are the legal entities or their authorized representatives <1> who filed in Corporation petition for provision of the license, modification of the register of the license, the termination of space activities <2> and also the legal entities or physical persons who filed in Corporation petition for provision of data on the specific license.

3. The state service shall be provided to the applicant according to option of provision of the state service.

4. The option of provision of the state service (further - option) is determined according to the table No. 2 of appendix No. 1 to these Administrative regulations, proceeding from the applicant's signs established in the table No. 1 of appendix No. 1 to these Administrative regulations, and also from result of provision of the state service for which provision the specified applicant addressed.

5. Signs of the applicant are determined by the profiling performed according to these Administrative regulations.

II. Standard of provision of the state service

Name of the state service

6. Licensing of space activities.

The name of the body providing the state service

7. The state service is provided by the State corporation on space activities Roskosmos.

8. The possibility of receipt of the state service in the multipurpose center of provision of the state and municipal services is not provided.

Result of provision of the state service

9. According to options results of provision of the state service are:

1) according to the statement for provision of the license - Provision of the license.

The document based on which the result of the state service is provided to the applicant is the decision of Corporation on provision of the license containing the following details:

name of the document;

registration document number;

decision date.

The register entry about provision of the license is entered in the register of licenses which forming and maintaining is performed in information system of Corporation, and shall contain the following data:

registration license number and date of provision of the license;

the name of the licensing body;

complete and (if is available) the abbreviated name, including trade name, and form of business of the legal entity, the address within the location, phone number, the e-mail address, addresses of places of implementation of the licensed type of activity, the primary state registration number of record about creation of the legal entity;

identification taxpayer number;

the licensed type of activity with indication of the performed works, the rendered services constituting the licensed type of activity;

the bases and dates of estimates of observance by the licensee of licensed requirements, and also details of the statements which are drawn up by results of such estimates;

decision date of the licensing body about provision of the license and details of such decision;

dates of entering into the register of licenses of information about the licensee.

The result of the state service can be received by means of use of the federal state information system "Single Portal of the State and Municipal Services (Functions)" (further - the single portal) <3>, e-mail or mail service.

The fact of receipt of provision of the state service by the applicant of result is fixed in information system of Corporation;

2) according to the statement for modification of the register of licenses - Modification of the register of licenses.

The document based on which the result of the state service is provided to the applicant is the decision of Corporation on modification of the register of licenses containing the following details:

name of the document;

registration document number;

decision date.

The register entry about modification of the register of licenses is entered in the register of licenses which forming and maintaining is performed in information system of Corporation, and shall contain the following data:

registration license number and date of provision of the license;

the name of the licensing body;

complete and (if is available) the abbreviated name, including trade name, and form of business of the legal entity, the address within the location, phone number, the e-mail address, addresses of places of implementation of the licensed type of activity, the primary state registration number of record about creation of the legal entity;

identification taxpayer number;

the licensed type of activity with indication of the performed works, the rendered services constituting the licensed type of activity;

the bases and dates of estimates of observance by the licensee of licensed requirements, and also details of the statements which are drawn up by results of such estimates;

The result of the state service can be received by means of use of the single portal, e-mail or mail service.

The fact of receipt of provision of the state service by the applicant of result is fixed in information system of Corporation;

3) according to the statement for the termination of space activities - Cancellation of the license.

The document based on which the result of the state service is provided to the applicant is the decision of Corporation on cancellation of the license containing the following details:

name of the document;

registration document number;

decision date.

Details of the decision of Corporation on cancellation of the license are entered in the register of licenses.

The result of the state service can be received by means of use of the single portal, e-mail or mail service.

The fact of receipt of provision of the state service by the applicant of result is fixed in information system of Corporation;

4) according to the statement for provision of data on the specific license from the register of licenses - Provision of data on the specific license from the register of licenses or provision of information on lack of required data.

The document based on which the result of the state service is provided to the applicant is the statement from the register of licenses, or the copy of the decision on provision of the license (about modification of the register of licenses), or the certificate of lack of required data (in case of absence in the register of licenses of data on licenses or in case of impossibility of determination of the specific licensee).

The result of the state service can be received by means of use of the single portal or e-mail.

Term of provision of the state service

10. Maximum terms of provision of the state service:

1) decision making about provision of the license or about refusal in provision of the license - eight working days (in case of carrying out documentary assessment of the applicant) and twelve working days (in case of carrying out exit assessment of the applicant) from the date of registration in Corporation of properly issued application for provision of the license and in full the documents attached to it;

2) decision making about modification of the register of licenses or about refusal in modification of the register of licenses in cases:

changes of places of implementation of the licensed type of activity, changes of the list of the performed works, the rendered services constituting the licensed type of activity, changes according to regulatory legal act of the Russian Federation of the name of the licensed type of activity, lists of works, services which are carried out, appear as a part of specific types of activity - eight working days (in case of carrying out documentary assessment of the applicant) and twelve working days (in case of carrying out exit assessment of the applicant) from the date of registration in Corporation of properly issued application for modification of the register of licenses and documents attached to it;

reorganization of the legal entity in the form of transformation, merges (on condition of availability at each legal entity participating in merge as of date of state registration of the legal successor of the reorganized legal entities of the license for the same type of activity), joining of the licensee to other legal entity, changes of the name of the licensee, the termination of activities in one place or several places of its implementation, data on which contain in the register of licenses, the termination of accomplishment (rendering) of separate works (services) constituting the licensed type of activity - three working days from the date of registration in Corporation of properly issued application for modification of the register of licenses and documents attached to it;

3) decision making about the termination of space activities - three working days from the date of registration in Corporation of properly issued application for the termination of space activities;

4) provision (direction) of data on the specific license from the register of licenses, or the copy of the decision on provision of the license (about modification of the register of licenses), or certificates of lack of required data - three working days from the date of registration in Corporation of the statement for provision of data on the specific license;

5) issue (direction) of result of consideration of the applications about provision of the license, modification of the register of licenses, the termination of space activities - one working day from the date of adoption by Corporation of the decision on provision (refusal in provision) the license, modification (refusal in modification) in the register of licenses, cancellation of the license.

The maximum term of provision of the state service is determined for each option and is specified in the Section III of these Administrative regulations containing descriptions of options.

Legal basis for provision of the state service

11. The list of the regulatory legal acts regulating provision of the state service, information on procedure for pre-judicial (extrajudicial) appeal of decisions and actions (failure to act) of Corporation, and also on officials, employees of Corporation are posted on the official site of Corporation on the Internet (further respectively - the website of Corporation, Internet network), and also on the single portal.

Exhaustive list of the documents necessary for provision of the state service

12. The documents necessary for provision of the state service according to the Federal Law of May 4, 2011 No. 99-FZ "About licensing of separate types of activity" (further - the Federal Law No. 99-FZ) <4>, are: the statement for provision of the license, the statement for modification of the register of licenses, the statement for the termination of space activities, the statement for provision of data on the specific license and documents enclosed to the corresponding application.

The statement for provision of the license and documents attached to it are submitted to Corporation by means of use of the single portal or in the case provided by the paragraph the second Item 7 of the Regulations on licensing of space activities approved by the order of the Government of the Russian Federation of February 14, 2022 No. 168 <5> (further - the Provision), are represented directly to Corporation on paper or go the registered mail with the assurance of receipt.

14. The application for provision of the license submitted in Corporation by means of use of the single portal is constituted on the single portal (the electronic application form is filled in).

availability at the applicant of the equipment and technical means, the technical documentation belonging to it on the property right or on other legal cause providing right of possession and the right to use or right to use (if the specified equipments and technical means, technical documentation are not in ownership of the applicant) necessary for performance of works and (or) rendering the services constituting the licensed type of activity;

availability at the applicant in staff of the workers who signed employment contracts with the applicant (if the main information on labor activity of workers is not entered in information resources of the Pension Fund of the Russian Federation), in the quantity providing performance of works and (or) rendering the services constituting the licensed type of activity (at least five workers);

availability at workers, the specified in paragraph five of this Item, the higher or secondary professional education, and also additional professional education according to programs of advanced training (occupational retraining), necessary for performance of works and (or) rendering the services constituting the licensed type of activity (if data on education, advanced training (occupational retraining) are absent in the federal information system "The Federal Register of Data on Education Documents and (or) about Qualification, Documents on Training");

availability at the applicant necessary for implementation of the licensed type of activity of quality control system of performance of works and (or) rendering the services constituting the licensed type of activity (the management (provision) approved by the applicant on quality);

availability at the applicant of the admission to performance of works and (or) rendering the services constituting the licensed type of activity with use of the data which are the state secret according to requirements of the Law of the Russian Federation of July 21, 1993 No. 5485-1 "About the state secret" <7> (further - the Law No. 5485-1) (in case of performance of works and (or) rendering the services constituting the licensed type of activity, the data connected with use which are the state secret).

In case of the appeal of the applicant to Corporation with the statement for provision of the license through the authorized representative, the scan copy of the power of attorney <8> confirming competence of the authorized representative of the applicant to the request for receipt of the state service is also enclosed to the application for provision of the license.

The statement for modification of the register of licenses and documents attached to it are submitted to Corporation by means of use of the single portal or in the case provided by the paragraph the second Provision Item 10 are represented directly to Corporation on paper or go the registered mail with the assurance of receipt.

17. The application for modification of the register of licenses submitted in Corporation by means of use of the single portal is constituted on the single portal (the electronic application form is filled in).
