Subject of the state control is observance by the legal entities performing special transportations, requirements to the organization and implementation of the special transportations established by the legislative and accepted according to them other regulatory legal acts of the Russian Federation in the field of special transportations (further - legal entities, mandatory requirements), including:

a) to the transport packaging sets and vehicles used for special transportations;

b) to training of specialists on safety when implementing special transportations;

c) to prevention and mitigation of consequences of nuclear, radiation and other possible accidents when implementing special transportations, and also accomplishment by legal entities of instructions about elimination of the revealed violations of mandatory requirements (further - the instruction), cautions about inadmissibility of violation of mandatory requirements (further - caution).

The rights and obligations of officials when implementing the state control

5. When implementing the state control officials of regulatory authority have the right:

a) request in state bodies and local government bodies and to receive from them documents, necessary for implementation of the state control, the data (information) and materials about activities of legal entities concerning which events of the state control are held;

b) freely in case of presentation of the official ID and copy of the order about conducting exit check to visit the objects of transport infrastructure used by legal entities when implementing special transportations, to get access to technical and to vehicles;

c) perform inspection and inspection of the special transportations of objects of transport infrastructure used by legal entities when implementing, technical and vehicles, the examinations and investigations directed to establishment of cause and effect relationship of the revealed violation by legal entities of mandatory requirements with the damnification facts;

d) request and receive from the head and workers of the legal entity documents (information), including properly verified copies of such documents, and also to receive from them written and (or) oral explanations on the questions arising during conducting check;
