1. Approve the enclosed Rules of interaction of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications with foreign agents, and also restrictions and renewals of access to their information resources.

2. Determine that this resolution becomes effective since December 1, 2022 and is effective within 6 years from the date of its entry into force.

Rules of interaction of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications with foreign agents, and also restrictions and renewals of access to their information resources

1. Interaction of Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications with the foreign agent is performed in the following forms:

a) the direction to the foreign agent of the notification on restriction of access on the Internet to information resource of the foreign agent (further - the notification on access restriction);

b) the direction the foreign agent of the address about renewal of access to information resource of the foreign agent with appendix of the data confirming the termination of the facts of violation of the law which formed the basis for restriction of access to information resource of the foreign agent, containing in the request of the Ministry of Justice of the Russian Federation about restriction of access to information resource of the foreign agent containing data concerning information resource (information resources) of the foreign agent and about the violations of the law which formed the basis for restriction of access to information resource (information resources) of the foreign agent provided by part 4 of article 12 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence" (further respectively - the address about access renewal, request about access restriction).

2. The direction of the notification on restriction of access is performed by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications no later than three workers from the date of receipt in Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications of request about access restriction.

3. The notification on restriction of access shall contain:

a) request details about access restriction;

b) data on information resource of the foreign agent, access to which is subject to restriction, including data on domain name and (or) the network address, and (or) indexes of pages of information resource of the foreign agent, and (or) other data allowing to identify information resource of the foreign agent;

c) the data on the violations of the law which formed the basis for restriction of access to information resource of the foreign agent, specified in request about access restriction.

4. The direction of the notification on restriction of access to the address of the foreign agent is performed by Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications by any available method allowing to confirm receipt of such notification.

The Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications has the right to send the notification on restriction of access to the e-mail address of provider of hosting or the other persons providing placement on the Internet of information resource of the foreign agent for the purpose of informing the foreign agent on receipt of such notification.

5. The Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications within three working days from the date of receipt of request about restriction of access sends to the telecom operator rendering services in provision of access to the Internet (further - the telecom operator), data on domain name and (or) the network address, and (or) indexes of pages of information resource of the foreign agent, and (or) other data allowing to identify information resource of the foreign agent, access to which is subject to restriction.

6. The telecom operator without delay after receipt of data, stipulated in Item 5 these rules, shall limit access to information resource of the foreign agent.

7. The appeal about access renewal sent by the foreign agent to Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications shall contain:

a) request details about restriction of access based on which access to information resource of the foreign agent was limited;

b) data on information resource of the foreign agent, access to which was limited and is subject to renewal, including data on domain name and (or) the network address, and (or) indexes of pages of information resource of the foreign agent, and (or) other data allowing to identify information resource of the foreign agent;

c) the data on the termination of the violations of the law which formed the basis for restriction of access to information resource of the foreign agent, specified in request about access restriction.

8. Access to information resource of the foreign agent is resumed no later than 30 working days from the date of receipt in Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications of the address about renewal of access on condition of confirmation of the fact of elimination of the violations of the law which formed the basis for sending an inquiry about access restriction in time.

In case of non-confirmation of the fact of elimination of the violations of the law which formed the basis for restriction of access to information resource of the foreign agent, the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications notifies on it the foreign agent by any available methods allowing to confirm receipt of such notification by the foreign agent.

9. In case of confirmation of the fact of elimination of the violations of the law which formed the basis for restriction of access to information resource of the foreign agent, the Federal Service for Supervision in the Sphere of Telecom, Information Technologies and Mass Communications within three working days sends to the telecom operator of the data on domain name and (or) the network address, and (or) indexes of pages of information resource of the foreign agent, and (or) other data allowing to identify information resource of the foreign agent, access to which is subject to renewal.
