1. Approve enclosed:

Rules of placement of the instructions provided by parts 3 and 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence", including requirement to their placement;

forms of the instructions provided by parts 3 and 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence".

2. Determine that this resolution becomes effective since December 1, 2022 and is effective within 6 years from the date of its entry into force.

1. These rules determine procedure for placement of the instructions provided by parts 3 and 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence", including requirement to their placement.

2. The materials provided by parts 3 and 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence", made and (or) spread by the foreign agent, the founder, the member, the participant, the head of the public association operating without formation of legal entity, the head of the legal entity included in the register of foreign agents, or person which is part of body of such person, having the text or audiovisual form (further respectively - text material, audiovisual material), shall be followed by the instruction in the form of the text message provided by parts 3 or 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence" for the forms approved by the order of the Government of the Russian Federation of November 22, 2022 No. 2108 "About approval of Rules of placement of instructions the provided parts 3 and 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence", including requirements to their placement, and also forms of the instructions provided by parts 3 and 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence" (further - text specifying).

The materials provided by parts 3 and 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence", made and (or) spread by the foreign agent, the founder, the member, the participant, the head of the public association operating without formation of legal entity, the head of the legal entity included in the register of foreign agents or person which is part of body of such person, the having form of audiomessages or audiomaterials (further - audiomaterial), shall be followed by the instruction in sound form provided by parts 3 or 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence" for the forms approved by the order of the Government of the Russian Federation of November 22, 2022 No. 2108 "About approval of Rules of placement of the instructions provided by parts 3 and 4 of article 9 of the Federal Law "About control of activities of persons being under foreign influence", including requirements to their placement, and also forms of the instructions provided by parts 3 and 4 of article 9 of the Federal Law "About Control of Activities of Persons Which Are under Foreign Influence" (further - specifying in sound form).

4. Text specifying and specifying in sound form shall be placed in Russian.

9. The text specifying placed in audiovisual material is subject to arrangement on the center of the image on the area at least 20 percent of the size of such image.

10. Imposing of specifying in sound form on sound fragments of audiomaterial is not allowed.

11. In case of placement of specifying in sound form use of technologies for increase in speed of its reproduction is not allowed.

12. Level of volume of sound of reproduction of specifying in sound form shall be not lower than the level of volume of sound of audiomaterial.

13. Text specifying in audiovisual material and specifying in sound form in audiomaterial shall be placed at the beginning of broadcast of such materials, and also in case of each renewal of broadcast of such materials after their interruption.

14. Duration of demonstration of text specifying in audiovisual material at the beginning of broadcast of such material shall constitute at least 15 seconds.
