About approval of Rules of digital transformation of public administration

According to part one of Article 43-3 of the Administrative procedural Procedure Code of the Republic of Kazakhstan the Government of the Republic of Kazakhstan DECIDES:

1. Approve the enclosed Rules of digital transformation of public administration.

2. This resolution becomes effective from the date of its first official publication.

Rules of digital transformation of public administration

Chapter 1. General provisions

1. These rules of digital transformation of public administration (further – Rules) are developed according to part one of Article 43-3 of the Administrative procedural Procedure Code of the Republic of Kazakhstan and determine procedure for digital transformation of public administration.

2. Rules cover activities of state bodies and other participants of process of digital transformation of public administration.

3. The basic concepts used in these rules:

1) digital transformation – the complex of actions including implementation of digital technologies, reengineering and use of data;

2) the road map of digital transformation – the document determining strategic directions of digital transformation of industry (sphere) and answering them the purpose (including their values) effectiveness and system effectiveness of public administration which are planned to be reached state body by means of digital transformation in planning period, including data on sources and the amounts of financing;

3) the actions plan of digital transformation – the document which is integral part of the road map of digital transformation and determining step-by-step realization of each of strategic directions of digital transformation of industry (sphere) with indication of terms and responsible persons for its realization;

4) reengineering – conversion of the current working process for the purpose of increase in efficiency, quality and effectiveness of organization activity;

5) data management – the process connected with determination, creation, collection, accumulating, storage, distribution, destruction, support of data, and also providing their analytics, quality, availability, protection;

6) business process – the fixed sequence of the interconnected actions initiated with approach of certain event performed by contractors of the business roles assigned to each action which according to the logic pledged in it provides in the target circle results from known set;

7) business role – set of obligations, powers and responsibility which allocate contractors for accomplishment of certain actions;

8) the owner of business processes – the state body which is responsible for reengineering implementation;

9) technique of carrying out business process reengineering of state bodies (further – technique) – the document approved by authorized body and describing procedures of carrying out the analysis and the description of the current options of business processes of state body, forming of target options of business processes, and also developments of recommendations about enhancement of business processes;

10) the current option of process (option "as is") – the existing at the time of carrying out the analysis, objectively observable and fixed business process accomplishment option;

11) target option of process (option "as will be") – the option of business process selected for realization for which within reengineering development of approaches and methods of transition from the current option will be performed;

12) optimal variant of process (option "as shall be") – the best for reengineering goal achievement business process option from the point of view of the used system of performance indicators.

Other concepts and terms used in these rules are applied according to the legislation of the Republic of Kazakhstan.

4. Within digital transformation it is necessary to be guided by the following principles:

1) entity priority over form – domination of specific and measurable result over form of work on its achievement;

2) digitalization by default – priority of comprehensive communication of state bodies with citizens, business and among themselves in digital format;

3) managerial responsibility – inadmissibility of transfer of decision making and approval of the questions falling within the scope of competences of the specific head on higher level and to collegiate organs;

4) continual improvement – forming and maintenance of the organization culture of the state apparatus stimulating reducing bureaucracy, system reengineering and optimization of internal procedures and processes;

5) regulation optimality – establishment of optimum necessary level of regulation of activities of state bodies, non-admission of introduction of reasonable bureaucratic requests, types of the reporting and control new not enough.

5. The purposes of digital transformation of public administration are:

1) creation of the digital state by upgrade of infrastructure and transition to platform decisions on the basis of architecture of "the electronic government";

2) enhancement of channels of interaction with citizens and other government institutions due to decrease in number of processes;

3) transition to systems of algorithmic regulation of public administration;

4) new quality and culture of decision making on the basis of data;

5) the maximum transfer of the provided state services in pro-active format;

6) complete digitization of historical data and exception of paper documents;

7) realization of the principles of total ban on request of data at the physical persons and legal entities which are available in objects of informatization of "the electronic government".

Chapter 2. Functional structure of digital transformation of public administration

6. Enter functional structure of digital transformation of public administration:

1) the Commission in case of the President of the Republic of Kazakhstan concerning implementation of digitalization in the Republic of Kazakhstan (further – the commission);

2) Office of the digital government (further – office);

3) authorized body;

4) state bodies.

7. The commission is advisory advisory body in case of the President of the Republic of Kazakhstan whose main objectives are development of offers, monitoring and realization of questions of digitalization and innovative technologies in the Republic of Kazakhstan.

The procedure for functioning of the commission is determined by its provision approved by the Presidential decree of the Republic of Kazakhstan.

8. The office performs the functions according to its provision approved by the order of the Prime Minister of the Republic of Kazakhstan and also according to these rules.
