RESOLUTION OF THE PRESIDENT OF THE REPUBLIC OF UZBEKISTAN

of November 10, 2022 No. PP-419

About measures for optimization of procedures of submission of reports and storage of archive documents

(as amended of the Resolution of the President of the Republic of Uzbekistan of 25.12.2024 No. PP-455)

For the purpose of ensuring realization of the priority tasks determined within open dialogue of the President of the Republic of Uzbekistan with entrepreneurs spent on August 22 the current year, and also reducing types of the financial, tax and statistical reporting, enhancement of practice of storage and transfer to state bodies of documents on the basis of modern requirements:

1. Establish procedure according to which:

the obligation on storage and transfer to the Public or non-state Records Offices of archive documents about the salary added by legal entities and other income of physical persons after January 1, 2022, and also the amounts of the taxes accrued on them is cancelled;

legal entities are exempted from the obligation on storage and transfer to the Public or non-state Records Offices of the financial, tax and statistic reports submitted since January 1, 2022 in bodies of the State Tax Service and statistics electronically and also the documents processed electronically through the automated information systems of tax authority;

since January 1, 2023 the requirement of quarterly submission to tax and statistical authorities of financial statements is cancelled by subjects of financial accounting;

the subjects of entrepreneurship paying the receipts tax on the fixed tax rate for the period from 2023 to January 1, 2026 are exempted from the obligation on submission of annual financial reports to tax authorities.

2. Since January 1, 2023 to cancel types of the statistical reporting according to appendix No. 1.

To the state committee according to the statistics:

provide forming of the statistical data provided in the cancelled types of the statistical reporting according to this Item on the basis of administrative these relevant ministries and departments according to statistical programs;

bring in two-month time in Administration of the President of the Republic of Uzbekistan of the offer on feasibility of all types of the statistical reporting, simplification and review of terms of their transfer.

3. In two-month time to create to the Ministry of Finance necessary conditions on maintaining electronically the accounting documents constituted by means of technical means and information systems with ensuring identification of participants, on commodity and material reserves and money of subjects of entrepreneurship, and also the intraeconomic transactions of employers connected with workers.

4. Since May 1, 2023 to permit:

to commercial banks - remote opening of the bank account to legal entities and individual entrepreneurs whose founders are residents of the Republic of Uzbekistan, in the presence of necessary conditions of remote identification of the applicant;

to legal entities - registration electronically agreements on electricity supply, natural gas, hot water, drinking water supply, to rendering services of the sewerage and telecommunication, reports on their consumption, one-time and periodic documents in contractual size for the next period.

5. Cancel since January 1, 2023 the requirement about inclusion of non-state archives in the register of the Public and non-state Records Offices, and also obtaining by the non-state archives rendering services in electronic archiving (storage) of documents, licenses for rendering services of data transmission networks by implementation of notifying procedure.

6. Approve "Road map" on optimization of procedures of submission of reports and storage of archive documents according to appendix No. 2.

7. Provide to the Uzarkhiv agency:

till January 1, 2024 together with the State unitary enterprise "Center of Development of Information Technologies and Information Resources" under the State inspectorate for control in the sphere of informatization and telecommunications and the Ministry of development of information technologies and communications implementation of practice of acceptance, storage and representation based on request electronically documents of the subjects of entrepreneurship accumulated by means of the software by integration of information system "Archive" with information systems and databases of the relevant ministries and departments in accordance with the established procedure;

forming of archive documents which transfer to the Public Records Office is cancelled according to Item 1 of this resolution, based on data of bodies of the State Tax Service and statistics.

8. To the Ministry of Finance, the State Tax Committee, the State committee according to the statistics, to the Uzarkhiv Agency together with the interested ministries and departments in two-month time to make in the Cabinet of Ministers offers on the changes and amendments in acts of the legislation following from this resolution.

9. Assign to the Minister of Finance T. A. Ishmetov, the chairman of the State Tax Committee Sh. D. Kudbiyev and the Representative for protection of the rights and legitimate interests of subjects of entrepreneurship D. S. Kosimov the personal responsibility for the effective organization of execution of this resolution.

To impose control of execution of this resolution on the deputy prime minister of the Republic of Uzbekistan D. A. Kuchkarov.
