About measures for project implementation "Upgrade of the regional multi-profile medical centers (the IV stage)" with participation of KfW Bank of Germany

For the purpose of expansion of scales and improvement of quality of the medical services rendered to the population, upgrade of the territorial multi-profile medical centers and strengthening of their material and technical resources, and also ensuring creation of national and regional referens-laboratories:

1. Take into consideration that:

within the Agreement between the Government of the Republic of Uzbekistan and the Government of the Federal Republic of Germany on financial cooperation signed on March 28, 2018 for project implementation "Upgrade of the regional multi-profile medical centers" allocation of borrowed and grant funds is provided;

between the Republic of Uzbekistan and KfW Bank the loan agreement in the amount of 10, 3 million euros for a period of 30 years with 10-year grace period, and also the grant agreement in the amount of 1, of 0 million euros for financing of the "Upgrade of the Regional Multi-profile Medical Centers (IV Stage)" project on August 5, 2022 are signed (further - the project).

2. Determine that:

The Ministry of Health is the executive body responsible for timely implementation and coordination of the project, and also target and effective use of borrowed and grant funds of KfW Bank;

The limited liability company "O" zmedimpeks" under the Ministry of Health is working body of the tender commission and the partner under the signed agreements within project implementation;

return of borrowed funds of KfW Bank, including the expenses connected with surcharge and percent, other payments becomes covered at the expense of means of the republican budget of the Republic of Uzbekistan.

3. Approve:

The main technical and economic indicators of the "Upgrade of the Regional Multi-profile Medical Centers (IV Stage)" project according to appendix No. 1;

The forecast schedule of return of borrowed funds of KfW Bank, including payment of surcharge and percent within project implementation "Upgrade of the regional multi-profile medical centers (the IV stage)" according to appendix No. 2;

Distribution of the directions of expenditure of the borrowed funds raised within the "Upgrade of the Regional Multi-profile Medical Centers (IV Stage)" project according to appendix No. 3.

4. In a month to issue to the Ministry of Justice the legal conclusion under the loan and grant agreements signed between the Republic of Uzbekistan and KfW Bank.

5. To provide to the Ministry of Health together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent within the project:

preparation of the respective buildings and rooms for installation and installation of the medical equipment before delivery of the purchased goods;

timely preparation and submission to the interested ministries and departments of necessary reports and documentation according to requirements of KfW Bank and acts of the legislation of the Republic of Uzbekistan;

creation of necessary conditions for realization of planned activities.

6. To the Ministry of Finance:

during project implementation at the request of the Ministry of Health to allocate from the Government budget necessary funds for purchase of goods and the equipment, implementation of services in their delivery to certain address, and also other expenses on financing of the project;

provide prediscretion since 2023 of necessary means for financing of the project in parameters of the Government budget.

7. To the Ministry of Foreign Affairs according to visa requirements of the Ministry of Health to provide execution of entrance visas for the foreign experts involved within implementation of this project without collection of consular and other fees on account of compensation of actual expenses.

8. To the Ministry of Internal Affairs according to requests of the Ministry of Health to provide prolongation of multi-visas, and also registration in the place of temporary stay and its prolongation to the foreign experts involved to project implementation.

9. Assign to the Minister of Health B. A. Musayev the personal responsibility for the effective organization of execution of this resolution.

Control of execution of this resolution and implementation of coordination of organization activity, responsible for its execution to assign to the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the first deputy adviser to the President of the Republic of Uzbekistan L. N. Tuychiyev.
