About preferential calculation of length of service for purpose of pensions

For the purpose of enhancement of procedure for preferential calculation of length of service for purpose of pensions to the military personnel, faces of the commanding and ordinary structure of the Investigative Committee, the State committee of judicial examinations, law-enforcement bodies, bodies and divisions on emergency situations, bodies of financial investigations of the State Control Committee I decide:

1. Determine that:

1.1. in length of service for purpose of pensions to the military personnel passing military service under the contract, except for cadets (further - the military personnel), to faces of the commanding and ordinary structure of the Investigative Committee, the State committee of judicial examinations, law-enforcement bodies, bodies and divisions on emergency situations, bodies of financial investigations of the State Control Committee (further - faces of the commanding and ordinary structure) the military service (service) from calculation is on favorable terms set off:

1.1.1. one and a half months in one month of military service (service):

to aircrew of aircraft, except the types of aircraft specified in the paragraph the second subitem 1.1.2 of this Item;

on military positions (positions), accomplishment of job responsibilities on which is connected with systematic making of parachute jumps;

on military positions (positions) of divers of all names and specialties;

in the divisions of the Presidential Security Service of the Republic of Belarus performing personal protection of persons which are subject to the state protection;

to the staff of intelligence services who is directly performing foreign intelligence in the territory of other state;

to intelligence agents (all names) of law-enforcement bodies;

in operational and search divisions of the state security agencies;

on outposts, posts and in the divisions of the bodies of the border service serving on protection of Frontier of the Republic of Belarus equated to them;

in separately located radio engineering divisions which staff serves on protection of Frontier of the Republic of Belarus in airspace;

in divisions of the state bodies performing operational search activities - during accomplishment of special tasks in organized criminal groups or the criminal organizations;

in divisions of special (special) purpose of law-enforcement bodies, the state security agencies, bodies of the border service, internal troops of the Ministry of Internal Affairs - during accomplishment of tasks on fight against terrorism, detention of the armed criminals, suppression of activities of organized criminal groups or criminal organizations, group disorderly conduct and mass riots, and also participations in educational and training process;

in medical divisions of the pre-trial detention centers and correctional facilities of criminal executive system of the Ministry of Internal Affairs intended for treatment of TB patients, AIDS and HIV-positive people;

in divisions of internal troops of the Ministry of Internal Affairs, law-enforcement bodies, - during service on protection of the organizations of health care (their structural divisions) intended for treatment or content of patients with AIDS, HIV-positive people, TB patients, protection of public order in these organizations (their structural divisions) and (or) protection and to convoy of the specified patients;

in connections, military units and the organizations of the Ministry of Defence, the State boundary committee, bodies and divisions of the Ministry of Internal Affairs, the Ministry of Emergency Situations, Committee for State Security, bodies of financial investigations of the State Control Committee, State committee of the judicial examinations deployed in zones of first-priority and subsequent settling out;

1.1.2. two months in one month of military service (service, other periods):

to aircrew of jet and turbo-propeller aircraft;

the period of detention, term of imprisonment in the places of detention which are unreasonably brought to trial;

1.1.3. three months in one month of military service - the stay period under guards and in places of detention in the territory of other state in connection with implementation of foreign intelligence, participation outside the Republic of Belarus in activities for maintenance of international peace and safety, accomplishment of other office tasks;

1.1.4. two days in one day of service – the period of direct participation in liquidation of emergency situations of natural and technogenic nature (accomplishment of mine-rescue, other types of rescue and other urgent works) on the objects of the subway which are under construction in underground spaces of Minsk and also in the conditions of excavations;

1.2. calculation of the periods of military service (service) which are set off in length of service for purpose of pensions on favorable terms is performed advanced in years, months and days.

At the same time the number of incomplete days is not considered.

In the presence of two and more bases for offsetting in length of service for purpose of pensions on favorable terms of the same period of military service (service) the length of service is estimated on one of the bases providing more preferential terms.

The military service of the military personnel of management of military counterintelligence of Committee for State Security who is in identical conditions of service with staff of the served military units and connections is set off in length of service for purpose of pensions on the same preferential terms and in the same procedure, as well as to the military personnel of these military units and connections;

1.3. the periods of finding of the military personnel, faces of the commanding and ordinary structure on leaves, the order of commanders (chiefs), on hospitalization or inspection in the organizations of health care (except as specified, connected with injury (wound, contusion, mutilation), disease got during the periods of fulfillment of duties of military service (service) which are set off in length of service for purpose of pensions on favorable terms), training sessions and sports competitions (except for the special, carried-out for the purpose of preparation for accomplishment job responsibilities (functions) provided by subitem 1.1 of this Item), retraining and advanced training in organizations of education, and also the periods of release from execution of job responsibilities in connection with discharge from military position (position) during military service (service) specified in subitems 1.1.1-1.1.2 of this Item are set off in length of service for purpose of pensions in calendar calculation;

1.4. the serviceman who was earlier in the service in the Investigative Committee, the State committee of judicial examinations, law-enforcement bodies, bodies and divisions on emergency situations, bodies of financial investigations of the State Control Committee, this service during the periods specified in subitems 1.1.1-1.1.2 of this Item is set off in length of service for purpose of pensions on the corresponding preferential terms provided for faces of the commanding and ordinary structure;
