According to the subitem 8) article 9 of the Law of the Republic of Kazakhstan "About biological safety of the Republic of Kazakhstan", PRIKAZYVAYU:

1. Approve the enclosed rules of forming of personnel reserve of specialists for implementation of the treatment of pathogenic biological agents of I and II groups of pathogenicity.

2. To provide to committee of sanitary and epidemiologic control of the Ministry of Health of the Republic of Kazakhstan in the procedure established by the legislation of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) placement of this order on Internet resource of the Ministry of Health of the Republic of Kazakhstan after official publication;

3) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of Health of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1) and 2) of this Item.

3. To impose control of execution of this order on the supervising vice-Minister of Health of the Republic of Kazakhstan.

4. This order becomes effective since November 24, 2022 and is subject to official publication.

Rules of forming of personnel reserve of specialists for implementation of the treatment of pathogenic biological agents of I and II groups of pathogenicity

Chapter 1. General provisions

1. These rules of forming of personnel reserve of specialists (further – Rules) are developed for implementation of the treatment of pathogenic biological agents of I and II groups of pathogenicity according to the subitem 8) of article 9 of the Law of the Republic of Kazakhstan "About biological safety of the Republic of Kazakhstan" (further – the Law) and determine procedure for forming of personnel reserve of specialists for implementation of the treatment of pathogenic biological agents of I and II groups of pathogenicity (further – the specialist).

2. The personnel reserve of specialists for implementation of the treatment of pathogenic biological agents of I and II groups of pathogenicity (further – personnel reserve) is included in the register of specialists which maintaining is performed according to the rules of accounting, monitoring and forecasting (modeling) of biological safety approved according to the subitem 3) of article 9 of the Law.

Chapter 2. Procedure for forming of personnel reserve

3. Forming of personnel reserve is performed by state body in the sphere of sanitary and epidemiologic wellbeing of the population, authorized body in the field of veterinary science, protection of plants, science, on quarantine of plants (further – authorized body).

4. On voluntary basis join in personnel reserve:

1) the specialists performing the treatment of pathogenic biological agents III and (or) IV groups of pathogenicity having professional training, retraining, advanced training on work with microorganisms of I and (or) II groups of pathogenicity according to the legislation of the Republic of Kazakhstan;

2) the specialists who are not performing the treatment of pathogenic biological agents, having professional training, retraining, advanced training on work with microorganisms of I and (or) II groups of pathogenicity according to the legislation of the Republic of Kazakhstan.

5. The specialists specified in item 4 of these rules (further – the applicant), submit the application and the questionnaire in forms, according to appendices 1 and 2 to these rules, to authorized body or to the state information system in the field of biological safety for inclusion in the corresponding personnel reserve.

6. The authorized body within ten working days performs statements and questionnaires provided by the applicant and makes the decision on inclusion of the applicant in personnel reserve and notifies him on it or directs it motivated refusal.
