About the automated information system on accounting of availability of objects of social infrastructure

Based on parts two and the eighth article 39 of the Law of the Republic of Belarus of June 30, 2022 "About the rights of disabled people and their social integration" the Council of Ministers of the Republic of Belarus DECIDES: No. 183-Z

1. Approve Regulations on procedure for forming and maintaining the database on accounting of availability of objects of social infrastructure it (is applied).

2. Determine the republican unitary enterprise "Center of Information Technologies of the Ministry of Labour and Social Protection of the Republic of Belarus" the operator of the automated information system by accounting of availability of objects of social infrastructure (further - AIS "Available Circle").

3. Recommend to the local executive and administrative organs responsible for coordination of work in regions on entering of data on availability of objects of social infrastructure into the database of AIS "Available Circle" and updating of these data, to determine the structural divisions of local executive and administrative organs performing state powers of authority in the field of work, employment and social protection.

4. Republican organization for state registration of real estate, rights to it and transactions with it:

4.1. till January 10, 2023 according to the agreement on information exchange to provide on a grant basis to the operator of AIS "Available Circle" of the data from the single state register of real estate, the rights to it of both transactions with it and the register of addresses of the Republic of Belarus for forming of the database of AIS "Available Circle";

4.2. since January 1, 2024 to provide to the operator of AIS "Available Circle" the information from the register of addresses of the Republic of Belarus for maintaining the database of AIS "Available Circle".

5. To the state bodies and other organizations rendering services to the population:

5.1. till July 1, 2024 to determine persons responsible for coordination of work of suppliers of information on entering of data on availability of objects of social infrastructure into the database of AIS "Available Circle" and updating of these data;

5.2. till July 5, 2024 to provide to the operator of AIS "Available Circle" the information about persons responsible for coordination of work of suppliers of information, for registration in AIS "Available Circle" directed with use of written requests, including with use of interdepartmental electronic document management of state bodies.

6. To suppliers of information:

6.1. till July 1, 2024 to determine persons responsible for entering into the database of AIS "Available Circle" of data on the list of elements of the available circle with appendix of their facsimiles (entrance on object, object interior, the territory in which object is located), and also about registration number (concerning notary offices and notarial bureaus) and updating of these data;

6.2. till August 1, 2024 to provide registration of persons specified in subitem 6.1 of this Item, in AIS "Available Circle" with use of the digital signature;

6.3. since August 1, 2024 to provide entering into the database of AIS "Available Circle" of data on the list of elements of the available circle with appendix of their facsimiles (entrance on object, object interior, the territory in which object is located), and also about registration number (concerning notary offices and notarial bureaus) and updating of these data concerning the objects of social infrastructure equipped till December 31, 2024 with elements of the available circle.

7. To provide to the operator of AIS "Available Circle":

7.1. till July 1, 2024 provision to the state bodies and other organizations rendering services to the population, access to the database of AIS "Available Circle";

7.2. till August 1, 2024 registration in AIS "Available Circle" of persons responsible for coordination of work of suppliers of information.

8. Provide to the Ministry of Labour and Social Protection:

8.1. till September 1, 2024 together with the republican unitary enterprise "National Center of Electronic Services" integration of AIS "Available Circle" with the nation-wide automated information system;

8.2. since January 1, 2025 introduction of AIS "Available Circle" in continuous operation;

8.3. coordination of work of the state bodies and other organizations rendering services to the population for entering of data on availability of objects of social infrastructure into the database of AIS "Available Circle".

9. For the purposes of this resolution terms and their determinations according to appendix are applied.

10. This resolution becomes effective since January 6, 2023.
