1. Conduct from April 1, 2023 to April 1, 2024 experiment on making of customs transactions by the appointed operator of mail service using customs procedure of customs warehouse concerning the goods imported into the Russian Federation for the purpose of the subsequent acquisition by physical persons within the international electronic trading and sent in the international mailings (further - experiment).

2. Determine the Ministry of Finance of the Russian Federation, the Ministry of Economic Development of the Russian Federation, the Federal Customs Service and Federal Accreditation Service the federal executive bodies authorized on carrying out experiment.

3. Approve the enclosed Regulations on carrying out experiment on making of customs transactions by the appointed operator of mail service using customs procedure of customs warehouse concerning the goods imported into the Russian Federation for the purpose of the subsequent acquisition by physical persons within the international electronic trading and sent in the international mailings.

4. Determine that customs duties for making of the customs transactions connected with release of goods, when placing goods, specified in Item 1 of this resolution, under customs procedure of customs warehouse, and also in case of their room under customs procedure of release for internal consumption for the purpose of completion of customs procedure of customs warehouse are not levied.

5. To provide to the Federal Customs Service till April 1, 2023 completion of software of the Single automated information system of customs authorities used when carrying out experiment.

6. To Federal Accreditation Service till April 1, 2023 to organize interaction with the appointed operator of mail service for the purpose of obtaining by it in electronic form the data from the register of the issued certificates of conformity and the registered declarations of conformity.

7. Determine that carrying out experiment is performed by the federal executive bodies authorized on carrying out experiment within the established extreme number of employees of their central offices and territorial authorities, and also budgetary appropriations provided to the specified bodies on management and management in the field of the established functions.

8. This resolution becomes effective after 30 days after day of its official publication.

1. 3. Participants of experiment are:

a) Ministry of Finance of the Russian Federation;

b) Ministry of Economic Development of the Russian Federation;

c) Federal Accreditation Service;

d) The Federal Customs Service and customs authorities subordinated to it in which region of activities customs warehouses on which the experiment is made function;

e) operator.

4. The experiment is made on the customs warehouses located in places of the international post exchange and equipped with the customs x-ray equipment for carrying out survey of all goods placed under customs procedure of customs warehouse.

5.
