About standard requirements to arrangement and hardware of the elements of customs infrastructure located in places of movement of goods through customs border of the Eurasian Economic Union, system of survey (examination) of persons, baggage and hand luggage

1. Approve the enclosed standard requirements to arrangement and hardware of the elements of customs infrastructure located in places of movement of goods through customs border of the Eurasian Economic Union, system of survey (examination) of persons, baggage and hand luggage.

2. This Decision becomes effective after 6 months from the date of its official publication.

Standard requirements to arrangement and hardware of the elements of customs infrastructure located in places of movement of goods through customs border of the Eurasian Economic Union, system of survey (examination) of persons, baggage and hand luggage

I. General provisions

1. These standard requirements determine requirements to arrangement and hardware of again under construction or reconstructed buildings, constructions, rooms, the open areas equipped with technical means of customs control, engineering, information, telecommunication systems and means of their providing (elements of customs infrastructure) located in places of movement of goods through customs border of the Eurasian Economic Union (further - the Union), system of survey (examination) of persons, baggage and hand luggage.

2. The elements of customs infrastructure located in places of movement of goods through customs border of the Union are equipped and technically equipped taking into account the features of their functional purpose connected with ensuring activities of customs authorities, system of survey (examination) of persons, baggage and hand luggage which consists of the following types of the equipment:

a) stationary metaldetector of arch type;

b) manual (portable) metaldetector;

c) the stationary detector of weapon and the substances prohibited to movement through customs border of the Union at persons with use of electromagnetic radiation and (or) x-ray emission;

d) customs x-ray equipment odnorakursny and (or) mnogorakursny;

e) customs endoscope;

e) the data acquisition device from control (identification) signs;

g) the portable analyzer of content of metals, alloys and products on their basis;

h) portable analyzer of gemstones;

i) the equipment of control of authenticity of documents, bank notes and the protected papers;

j) scales weighings, electronic with limit, to 150 kg;

k) scales weighings, electronic with limit, to 3 kg.

II. Stationary metaldetector of arch type

3. The stationary metaldetector of arch type (further in this Section - the equipment) is intended for survey (examination) of persons for the purpose of detection of firearms and metal objects.

4. Parameters of the equipment are:

a) probability of false operation of no more 0,05 of % for metal objects with a lump no more than 100 g;
