Article 1. Purpose of this Law

The purpose of this Law is regulation of the relations in the field of standardization.

Article 2. Scope of this Law

Operation of this Law extends to the relations arising in case of development, acceptance and application of standards and relevant documents on standardization and also implementation of the state control in the field of standardization.

Features of standardization in the military sphere, the sphere of protection of the state secrets and other information, in the field of use of atomic energy, ensuring nuclear and radiation safety, in the sphere of finance and educations are established by separate acts of the legislation of the Republic of Uzbekistan.

Article 3. Legislation on standardization

The legislation on standardization consists of this Law and other acts of the legislation.

If the international treaty of the Republic of Uzbekistan establishes other rules, than those which are stipulated by the legislation the Republic of Uzbekistan about standardization then are applied rules of the international treaty.

Article 4. Basic concepts

In this Law the following basic concepts are applied:

the national standard - the standard accepted by the Uzbek institute of standards of the Uzbek agency on technical regulation under the Ministry of investments and foreign trade of the Republic of Uzbekistan and available to the general public;

the standard - the document establishing for general and reuse of the rule, the general principles or characteristics concerning different types of activities or their results and which is directed to achievement of the most optimum extent of streamlining in certain area;

standardization - the activities directed to achievement of the most optimum extent of streamlining in certain area, establishing rules for general and reuse concerning real-life or potential tasks;

National authority on standardization - the Uzbek institute of standards of the Uzbek agency on technical regulation under the Ministry of investments and foreign trade of the Republic of Uzbekistan;

technical committee on standardization - the advisory advisory body participating in implementation of development of system of standardization in activities;

subject of standardization - products, goods, services (further - products), processes, systems of management, terms, symbols, researches (testing), measurement (including sampling) and test methods, marking, assessment procedures of compliance and other objects;

the international (regional) standard - the standard accepted by the international or regional standardization organization and available to wide range of the public;

the standard of the foreign country - the standard accepted by authorized body (organization) for standardization of the foreign country;

consensus - the consensus which is characterized by lack of objections on the existing questions at most of concerned parties and reached as a result of process, aiming to consider opinions of all parties and to pull together the incoincident points of view.

Article 5. National system of standardization of the Republic of Uzbekistan

The national system of standardization of the Republic of Uzbekistan is constituted:

The Uzbek technical regulation agency under the Ministry of investments and foreign trade of the Republic of Uzbekistan (further - the Uzbek technical regulation agency);

National authority on standardization;

bodies of the public and economic board;

technical committees on standardization.

Article 6. Basic principles of standardization

The basic principles of standardization are:

legality;

consensus of concerned parties in case of development of national standards;

impartiality;

coordination in order to avoid duplication and contradictions in standards;

inadmissibility of discriminatory treatment of products irrespective of the country and (or) the place of origin of products, and also pattern of ownership of the producer;

openness and transparency.

Article 7. Main objectives of standardization

The main objectives of standardization are:

protection of life, health of citizens and their property;

environmental protection;

protection of the rights and the consumer interests protected by the law in questions of product quality;

ensuring interchangeability and compatibility of products;

improvement of quality and product competitiveness depending on the level of development of science and technologies for requirements satisfaction of the population and industries of economy;
