ORDER OF THE GOVERNMENT OF THE RUSSIAN FEDERATION

About determination of the separate types of activity provided by Items 1 and 3 of Article 4 of the Maritime Code of the Russian Federation which are performed with use of the courts constructed in the territory of the Russian Federation and conforming to the requirements to industrial output established in the Russian Federation imposed for the purpose of its reference to products made in the territory of the Russian Federation

According to Item 4.1 of Article 4 of the Maritime Code of the Russian Federation the Government of the Russian Federation decides:

1. Approve the enclosed list of the separate types of activity provided by Items 1 and 3 of Article 4 of the Maritime Code of the Russian Federation which are performed with use of the courts constructed in the territory of the Russian Federation and conforming to the requirements to industrial output established in the Russian Federation imposed for the purpose of its reference to products made in the territory of the Russian Federation.

2. Annually, till December 1 to represent to the Ministry of Industry and Trade of the Russian Federation to the Government of the Russian Federation the report on readiness of ship-building industry for fulfillment of requirements approved with the Ministry of Transport of the Russian Federation, stipulated in Item 4.1 Articles 4 of the Maritime Code of the Russian Federation.

3. This resolution becomes effective since March 1, 2023, except for:

Items 1 and 4 of the list approved by this resolution which become effective since March 1, 2026;

Item 2 of the list approved by this resolution in the part concerning the hydrotechnical works which are carried out in internal sea waters and (or) in the territorial sea of the Russian Federation which becomes effective since March 1, 2027.

4. This resolution is effective till March 1, 2029.

1. Cabotage.

2. Icebreaking posting, hydrotechnical, underwater and technical and other similar works in internal sea waters and (or) in the territorial sea of the Russian Federation.

3. Pilot posting, health, quarantine and other control, protection and preserving the marine environment in internal sea waters and (or) in the territorial sea of the Russian Federation, and also icebreaking posting and ice pilot posting in the water area of the Northern Sea Route.

4. Maritime transports of oil, natural gas (including in a liquefied state), the gas condensate and coal extracted in the territory of the Russian Federation and (or) in the territory which is under jurisdiction of the Russian Federation, including on the continental shelf of the Russian Federation, and shipped on vessels in water areas of the Northern Sea Route to the first discharge point or overload.

5. Oil storage and oil products, natural gas (including in a liquefied state), gas condensate and coal if such storage is performed on the vessel in the water area of the Northern Sea Route.
