1. Approve the enclosed requirements to technical condition and operation of the self-propelled machines and other types of the equipment made and allowed to operation before entry into force of technical regulations of the Customs union, regulating safety issues of self-propelled machines and other types of the equipment.

2. Declare invalid the order of the Government of the Russian Federation of September 19, 2020 No. 1503 "About approval of requirements to technical condition and operation of self-propelled machines and other types of the equipment" (The Russian Federation Code, 2020, No. 40, the Art. 6252), except for Item 2.

3. This resolution becomes effective since March 1, 2023.

Item 1 of this resolution is effective till September 1, 2027.

Requirements to technical condition and operation of the self-propelled machines and other types of the equipment made and allowed to operation before entry into force of technical regulations of the Customs union, regulating safety issues of self-propelled machines and other types of the equipment

I. General provisions

1. The requirements to technical condition and operation of self-propelled machines and other types of the equipment stated in Sections II and III of these requirements are applied to the self-propelled machines and other types of the equipment made and allowed to operation before entry into force of technical regulations of the Customs union, regulating safety issues of self-propelled machines and other types of the equipment.

2. The concepts used in these requirements mean and are applied in the values determined by the Federal Law "About Self-propelled Machines and Other Types of the Equipment".

II. Requirements imposed to technical condition of self-propelled machines and other types of the equipment

3. Brake system:

a) brake systems shall correspond to performance indicators of braking and stability of the vehicle when braking:

for tractors and machines self-propelled agricultural - according to Item 3.17 state standard specification 12.2.019-2015 "The interstate standard. Occupational safety standards system. Tractors and machines self-propelled agricultural. General requirements of safety" (further - GOST 12.2.019-2015);

for trail cars and semitrailer trucks tractor - according to Items 5.5 - 5.8 GOST 10000-2017 "The interstate standard. Trail cars and semitrailer trucks tractor. General technical requirements" (further - GOST 10000-2017);

d) dribble of brake fluid and (or) violation of hermeticity of pipelines or connections in the hydraulic brake drive is not allowed;

e) the corrosion threatening with loss of hermeticity or destruction of brake pipelines is not allowed;

e) mechanical damage of brake pipelines is not allowed;

g) availability of details with cracks or residual deformation in the brake drive is not allowed;

h) means of the alarm system and control of brake systems, manometers of the pneumatic and pneumatichydraulic brake drive and the device of fixing of control of the parking brake system shall be in operating state;

i) swelling of brake hoses under pressure and (or) availability of cracks on them and visible places of mastication are not allowed;

j) are not allowed the excess of pneumatic tube (hose) involving reduction of the usable space of throughput section, and also installation of tube (hose) with the usable space of throughput section of other than it is determined by the manufacturer;

k) defect (low production) of the compressor of the brake system leading to low pressure in system of brakes is not allowed;

l) connection in pneumatic contour of the working or parking brake system for the purpose of selection of compressed air is not allowed;

m) not operability of the working brake system is not allowed;

o) the leakage of hydraulic liquid from connections and elements of hydraulic system is not allowed;

o) the arrangement and length of connecting hoses of the pneumatic brake drive of tractor trains shall exclude their damage in case of mutual movement of the tractor and trail car (semitrailer truck);

p) the free wheeling of brake pedals shall not exceed the values established by the manufacturer;

c) the different size of free wheeling of brake pedals is not allowed;

r) the leakage of compressed air from connections and elements of the brake system, including parking, is not allowed.
