About additional measures for further improvement of infrastructure makhally in 2022-2023

For the purpose of improvement of regions of the republic, the system solution of the most topical issues connected with infrastructure in villages and makhallyakh, in particular improvements on places of internal roads, drinking water supply electro-and gas supply, objects of education, health care, culture, sport and other infrastructure facilities, creation on the basis of it worthy living conditions for the population:

1. Take into consideration that the regional working groups on the Republic of Karakalpakstan, areas and the city of Tashkent are created, are studied by them in 9 370 makhallyakh the most topical issues which are directly influencing population level of living and programs of projects on development of infrastructure makhally in 2022-2023 (further - Programs) by regions are developed.

2. For the purpose of system and planned implementation of measures for development of infrastructure to approve makhally:

Summary parameters of the measures performed within programs of projects on development of infrastructure makhally in 2022-2023 according to appendix No. 1;

Structure of the Republican working group on coordination of execution of programs of projects on development of infrastructure makhally in 2022-2023 (further - the Republican working group) according to appendix No. 2;

The list of heads of regional working groups on program implementation of projects on development of infrastructure makhally in 2022-2023 (further - Regional working groups) according to appendix No. 3.

(A. Zh. Ramatov) to grant to republican working group the right of entering into summary parameters of Programs, if necessary, of changes and amendments.

3. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent together with Regional working groups in week time to discuss and approve the list of the projects realized within Programs, respectively in the Jokargi Kenes of the Republic of Karakalpakstan, Kengashakh of People's Deputies of areas and the city of Tashkent.

4. Determine customers by the construction repair work which is carried out within Programs:

awarding authorities in system of Committee on motor-roads - on internal motor-roads;

The "Engineering Company on Construction of Facilities of Water Supply and Sewerage" unitary enterprise - on subjects to drinking water supply and system of the sewerage;

JSC Regionalnye elektricheskiye seti, JSC Hududgaztajminot and JSC Uzbektelekom - on objects electro-both gas supply and to communication networks respectively;

engineering companies "Service of the Single Customer" under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent - on objects of the social sphere, buildings of descents of citizens makhally, to work on improvement and installation of the equipment of night-time illumination and other objects, and also the relevant industry companies - on the repair work connected with content of these objects.

5. To Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent, Committee on motor-roads, JSC Regionalnye elektricheskiye seti, JSC Hududgaztajminot, JSC Uzsuvtajminot and other awarding authorities till November 15, 2022 to take measures for development and conducting state examination of the design estimates of projects (objects) realized within Programs.

6. Establish procedure according to which within Programs:

construction repair work is financed through Rim Kishlak and Rim Waved funds under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent. At the same time funds are allocated from the republican budget of the Republic of Uzbekistan in local budgets as interbudget transfers;

the funds allocated in 2022 and not mastered until the end of the year are not subject to return to the Government budget and these funds are allocated in target procedure in 2023 for completion of works on construction and repair of the objects provided in Programs;

in case of insufficiency of the allocated funds on financing of amount of works determined based on the design estimates, additional expenses are financed respectively by additional sources of the budget of the Republic of Karakalpakstan, local budgets of areas and the city of Tashkent;

address lists of construction repair work for financing affirm Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent.

7. Within program implementation:

determine the general project organizations through tender (tender) according to the procedure, established by acts of the legislation;

determine general contract organizations by means of the National information system "Transparent Construction" in accordance with the established procedure, and also the organizations attracted to the repair work connected with content of objects - through tender (tender) in accordance with the established procedure;

resolve, according to the procedure of exception, implementation to general project and general contract organizations advance payment (advance payment) in the amount of 30 percent for construction repair work.

8. To the deputy prime minister D. A. Kuchkarov, the Ministry of Finance for the purpose of the beginning and implementation of construction repair work within Programs:

till November 15, 2022 to transfer to Rim Kishlak and Rim Waved funds under Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent of means in the amount of 1,7 of one trillion sum;

to provide allocation on requirement of means in subsequent in addition in the amount of 1 trillion sum for financing of this construction repair work.

9. Assign to the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokim of areas and the city of Tashkent, and also to heads of the relevant ministries and departments the personal responsibility for implementation of system control of target and effective use of the funds allocated within Programs and non-admission of emergence of accounts payable.

10. Determine that:

heads of sectors of areas (cities) and other territorial organizations monthly submit the report district (city) Kengasham of People's Deputies about the work which is carried out within Programs;

The Jokargi Kenes of the Republic of Karakalpakstan, Kengasha of People's Deputies of areas and the city of Tashkent is provided by carrying out regular discussions of condition of execution of Programs and hearings of the corresponding reports of responsible heads;

the structure of the state inspections on commissioning of the objects included in Programs joins chairmen of descents of citizens of makhally and public control over amount and quality of the performed construction repair work is established.

11. To heads of regional working groups together with the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas and the city of Tashkent, in two weeks having approved separate scheduled plans by makhally:
