Chapter I. General provisions

Article 1. The government of the Russian Federation - the supreme executive body of the government of the Russian Federation

The government of the Russian Federation is public authority of the Russian Federation.

The government of the Russian Federation performs the executive authority of the Russian Federation.

The government of the Russian Federation is the collegiate organ heading single system of the executive authority in the Russian Federation.

Article 2. Legal basis of activities of the Government of the Russian Federation

The government of the Russian Federation performs the activities on the basis of the Constitution of the Russian Federation, the Federal constitutional Laws, the Federal Laws and normative presidential decrees of the Russian Federation.

Article 3. Basic principles of activities of the Government of the Russian Federation

The government of the Russian Federation in the activities is guided by the principles of rule of the Constitution of the Russian Federation, the Federal constitutional Laws and Federal Laws, the principles of democracy, federalism, separation of the authorities, responsibility, publicity and providing rights and freedoms of man and citizen.

Article 4. Activities of the Government of the Russian Federation for the organization of execution of the laws and other legal acts

The government of the Russian Federation within the powers will organize execution of the Constitution of the Russian Federation, the Federal constitutional Laws, Federal Laws, presidential decrees of the Russian Federation, international treaties of the Russian Federation, exercises systematic control of their execution by federal executive bodies and executive bodies of subjects of the Russian Federation, takes measures for elimination of violations of the law of the Russian Federation.

Chapter II. Structure of the Government of the Russian Federation and procedure for its forming

Article 6. Structure of the Government of the Russian Federation

The government of the Russian Federation consists of members of the government of the Russian Federation - the Russian Prime Minister, Deputy Prime Ministers of Russia and federal ministers.

According to presidential decrees of the Russian Federation Deputy Prime Ministers of Russia and federal ministers can replace positions of plenipotentiaries of the President of the Russian Federation in federal districts.

Article 7. Appointment of the Russian Prime Minister and dismissal of the Russian Prime Minister

The Russian Prime Minister is appointed the President of the Russian Federation from among the citizens of the Russian Federation who do not have nationality of the foreign state or the residence permit or other document confirming the right to permanent residence of the citizen of the Russian Federation in the territory of foreign state, according to the procedure, established by the Constitution of the Russian Federation.

The Russian Prime Minister is dismissed by the President of the Russian Federation:

according to the statement of the Russian Prime Minister for resignation;

in case of impossibility of performance Russian Prime Minister of the powers.

The president of the Russian Federation notifies the Federation Council and the State Duma of Federal Assembly on dismissal of the Russian Prime Minister in day of decision making.

Dismissal of the Russian Prime Minister at the same time involves resignation of the Government of the Russian Federation.

Article 8. Fulfillment of duties of the Russian Prime Minister

In case of temporary absence of the Russian Prime Minister of its obligation one of Deputy Prime Ministers of Russia according to in writing drawn up distribution of obligations performs.

In case of dismissal of the Russian Prime Minister the President of the Russian Federation the new Russian Prime Minister having the right to charge before appointment fulfillment of duties of the Russian Prime Minister to one of Deputy Prime Ministers of Russia for a period of up to two months.
