About additional measures for increase in efficiency of use of garden plots and financial support of entrepreneurial initiatives of the population

For the purpose of increase in the income of the population by increase in production of products in homestead farms, saturations of the domestic market by food products, creations of system of the guaranteed purchase of products made on garden plots and also developments of cooperation communications between owners of garden plots and producers in each area:

1. For the purpose of support of production on garden plots to send to Fund of support of farmer, Dehkan farms and owners of garden plots (further - Fund) borrowed funds in equivalent of 100 million US dollars in national currency by fund of reconstruction and development for the term of 9 years, including grace period 4 years, at the rate 2 annual interest rates on:

the first stage - in equivalent of 50 million US dollars till January 1, 2022;

the second stage - in equivalent of 50 million US dollars, by results of efficiency of use of means at the first stage, till June 1, 2022.

2. The means determined in Item 1 of this resolution go to commercial banks as resources for crediting of projects on garden plots on the basis of the conditions determined in development programs of family entrepreneurship for the purpose of allocation:

a) the credit to owners of garden plots on:

organization of cultivation, as a rule, 100 heads of birds, 5 - 10 heads of turkey-cocks, 20 heads of rabbits, 5-6 heads of sheep and goats, 5 beehives, fish intensive method, and also construction of compact greenhouses and "field shops", drilling of artesian wells;

small intensive gardening, limonovodstvo and wine growing;

cultivation of melon, bean, oil-bearing crops, potatoes and vegetable growing;

b) the unsecured credit of Tomorka hizmati LLC at the rate to 300 million sum for purchase of seeds and saplings, motor-cultivators, mini-tractors and incubators, and also current assets - according to the recommendation of the assistant to hokim of the area (city) concerning development of entrepreneurship, employment of the population and reducing poverty (further - the assistant to hokim).

At the same time fund is accepted as mortgage providing on the credits allocated by Tomorka hizmati LLC;

3. Determine that for a period of up to January 1, 2026:

The fund for the purpose of the guaranteed purchase of products made on garden plots allocates subsidies to the subjects of entrepreneurship who organized work with owners of garden plots on the basis of cooperation in the amount of 30 percent of expenses on equipping of warehouses, and also purchase of the drying, packing and packaging equipment in the amount which is not exceeding 150 million sum;

the procedure for compensation by Fund of part of expenses on drilling of vertical irrigating wells for irrigation of garden plots with the complicated water supply and the areas removed from turnover and also purchase and installation of means of production of water from the rivers, canals and other water objects is effective.

the relevant documents on expense recovery, connected with putting into operation of the vertical irrigating wells drilled in the current year, are accepted before the second quarter of the next year and these expenses are refunded at the expense of means of that year in which documents were accepted.

on the measures determined by this Item, 50 billion sum, besides, are allocated to Fund for compensation of part of expenses for well-drilling and installation of pumps in remote for water supply makhallyakh - 50 billion sum from the Government budget for 2022;

for compensation of part of expenses on drilling of vertical irrigating wells for irrigation of garden plots with the complicated water supply and the areas removed from turnover and also purchase and installation of means of production of water from the rivers, canals and other water objects, annually till January 1, 2026 to Fund appropriate means from the Government budget are allocated;

SUE Center of Complex Examination of Projects and Import Contracts under the Ministry of Economic Development and reducings poverty is provided the conclusion on equipment of warehouses, and also purchase of the drying, packing and packaging equipment.

To the Cabinet of Ministers to approve procedure for allocation to the subjects of entrepreneurship who organized work with owners of garden plots on the basis of cooperation, subsidies for compensation of part of expenses on equipping of warehouses, and also purchase of the drying, packing and packaging equipment in a month.

3-1. Establish from April 1, 2022 to January 1, 2024 zero rates of customs duty when importing motor-cultivators (the Commodity Nomenclature of Foreign Economic Activity code 8432 29 100 0) and mini-tractors (the Commodity Nomenclature of Foreign Economic Activity code 8701 91 100 0 - 8701 94 100).

4. Assign to the Chairman of the board of Ministers of the Republic of Karakalpakstan and hokim of areas together with assistants to hokim the following new tasks:

rendering assistance in the organization of cooperation communications between homestead farms and agro-industrial clusters with involvement of procurement, processing enterprises and export companies;

the organization of cultivation, as a rule, 100 heads of birds, 5 - 10 heads of turkey-cocks, 20 heads of rabbits, 5-6 heads of sheep and goats, 5 beehives in population households;

the organization of activities of mobile services of distribution and collection of products on places with forming of the list of the organizations delivering products and rendering services;

specialization of homestead farms on production by the principle "One makhallya - one products" on the basis of system of work "honadonbay" proceeding from soil climatic conditions and experience of the population of regions;

identification in each makhalla of the leading entrepreneurs who showed willingness to be engaged in poultry farming, rabbit breeding, beekeeping, cultivation of sheep and goats, production of other agricultural products.

5. Approve:

The list of Tomorka hizmati LLC which activities in 2022 will be organized by cluster method, according to appendix No. 1;
