RESOLUTION OF THE MINISTRY OF TRANSPORT AND COMMUNICATIONS OF THE REPUBLIC OF BELARUS

About approval of regulations of ministerial procedures

Based on the paragraph of third Item 3 of the Presidential decree of the Republic of Belarus of June 25, 2021 No. 240 "About the ministerial procedures performed concerning subjects of managing" the Ministry of Transport and Communications of the Republic of Belarus DECIDES:

1. Approve:

The regulations of the ministerial procedure performed concerning subjects of managing according to the subitem * 5.21.6 "Obtaining, prolongation of effective period of the certificate (the temporary certificate) of the flight validity" (are attached);

The regulations of the ministerial procedure performed concerning subjects of managing according to subitem 5.21.7 "Receipt of the export airworthiness certificate of the air vehicle in case of exception of the civil air vehicle of the State register of civil air vehicles of the Republic of Belarus" (are attached);

The regulations of the ministerial procedure performed concerning subjects of managing according to subitem 5.21.8 "Receipt of the certificate of approval of the airworthiness certificate of the civil air vehicle issued by competent authority of foreign state" (are attached);

The regulations of the ministerial procedure performed concerning subjects of managing according to subitem 5.21.9 "Receipt of the certificate on noise on the area of the civil air vehicle" (are attached).

* For the purposes of this resolution the subitem is understood as the subitem of Item of the single list of the ministerial procedures performed concerning subjects of the managing approved by the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548.

Regulations of the ministerial procedure performed concerning subjects of managing according to subitem 5.21.6 "Obtaining, prolongation of effective period of the certificate (the temporary certificate) of the flight validity"

1. Features of implementation of ministerial procedure:

1.1. the name of authorized body (jurisdiction of ministerial procedure) – Department on aircraft of the Ministry of Transport and Communications;

1.2. the regulatory legal acts, the international agreements of the Republic of Belarus, the international legal acts containing the obligations of the Republic of Belarus regulating procedure of ministerial procedure:

The law of the Republic of Belarus of October 28, 2008 No. 433-Z "About bases of ministerial procedures";

Air code of the Republic of Belarus;

The presidential decree of the Republic of Belarus of June 25, 2021 No. 240 "About the ministerial procedures performed concerning subjects of managing";

the resolution of Council of Ministers of the Republic of Belarus of September 24, 2021 No. 548 "About the ministerial procedures performed concerning subjects of managing";

the aviation rules "Organization of State Registration of Civil Air Vehicles" approved by the resolution of the Ministry of Transport and Communications of the Republic of Belarus of February 12, 2008 No. 5.

2. The documents and (or) data necessary for implementation of ministerial procedure represented by the interested person:

for receipt of the certificate (the temporary certificate) of the flight validity: registration certificate the export airworthiness certificate issued by competent authority of foreign state – in case of flight to the Republic of Belarus the copy of the inspection statement of technical condition of the civil air vehicle made by the technical commission or the commission of the operator of the air vehicle document on the last determination of weight and lining of the civil air vehicle act of check flight (flight) of the civil air vehicle act of inspection of the air vehicle
for prolongation of effective period of the certificate (the temporary certificate) of the flight validity: the inspection statement of technical condition of the civil air vehicle which is drawn up by the technical commission or the commission of the operator act of inspection of the air vehicle copy of the document on the last determination of weight and lining of the civil air vehicle act of check flight (flight) of the civil air vehicle copies of documents on prolongation of the appointed (between-repairs) resource and (or) service life of the civil air vehicle – in case of prolongation of the appointed (between-repairs) resource and (or) service life of the civil air vehicle
copies of sheets of the form (certificate) of the civil air vehicle	shall contain record of the repair organization about accomplishment of major repair, establishment of between-repairs resource (service life) – for the civil air vehicle which underwent repair
