About creation of the Interdepartmental commission on creation and management of the Integrated customs tariff of the Republic of Moldova
For the purpose of simplification of goods turnover and ensuring uniform application of the tariff measures and measures of economic policy applied to the goods imported to the Republic Moldova / exported from the Republic of Moldova and based on the Law on approval of the Combined commodity nomenclature No. 172 of July 25, 2014 (The official monitor of the Republic of Moldova, 2014, Art. No. 231-237, 529), with subsequent changes and amendments, DECIDES: the Government
1. Create the Interdepartmental commission on creation and management of the Integrated customs tariff of the Republic of Moldova (TARIM).
2. Approve:
1) Regulations on the Interdepartmental commission on creation and management of the Integrated customs tariff of the Republic of Moldova, according to appendix No. 1;
2) Structure of the Interdepartmental commission on creation and management of the Integrated customs tariff of the Republic of Moldova, according to appendix No. 2.
3. In case of release of members of the commission from posts of their function as a part of the Commission persons who are again appointed to the corresponding positions will carry out, and in case of change of the held state position they will continue to perform activities as a part of the Commission if the head of body who it presents does not make other decision, without edition of other order of the Government.
4. Provide to Customs Service the organization of the first meeting of the Interdepartmental commission on creation and management of the Integrated customs tariff of the Republic of Moldova in 15-day time from the effective date of this resolution.
5. Recognize invalid:
1) the Order of the Government No. 501 of August 14, 2009. "About the Integrated customs tariff of the Republic of Moldova" (The official monitor of the Republic of Moldova, 2009, Art. No. 127-130, 562);
2) Item of 16 changes and additions which are made to some orders of the Government, approved by the Order of the Government No. 632 of September 11, 2015. (Official monitor of the Republic of Moldova, 2015, Art. No. 258-261, 723).

to the Order of the Government of the Republic of Moldova of April 5, 2017 No. 217
1. This provision establishes powers and procedure for the organization of activities of the Interdepartmental commission on creation and management of the Integrated customs tariff of the Republic of Moldova (further - the Commission).
2. In the activities the Commission is guided by the current legislation regulating process of customs clearance of goods, international treaties which party is the Republic of Moldova, and this provision.
3. The commission holds meetings as required for determination of line items and subline items of the Integrated customs tariff of the Republic of Moldova and their introduction in the database.
4. Commission sessions are convoked by Customs Service or upon the demand of one of permanent members of the Commission, to the addressed commission chairman.
5. Record keeping of the Commission is provided with Customs Service.
6. Task of the Commission is ensuring management of the Integrated customs tariff of the Republic of Moldova by application of the Combined nomenclature of goods to all tariff and non-tariff measures in the field of foreign trade.
7. The commission is given the following authority:
1) participates in vising of drafts of regulations which provide introduction of the tariff measures and/or measures of economic policy applied to the goods imported from the Republic Moldova / exported to the Republic of Moldova for the purpose of determination of line items and subline items of the Integrated customs tariff of the Republic of Moldova and their introduction in the database;
Considers 2) and prepares inventories, subject to tariff measures and/or measures of economic policy;
3) offers bodies of the public power review or cancellation of the regulations providing introduction of the tariff measures and/or measures of economic policy applied to the goods imported from the Republic Moldova / exported to the Republic of Moldova.
8. The commission consists of permanent members, representatives of bodies of the public power, specialists/experts and representatives of the sphere of business.
9. Permanent members are representatives of the following authorities:
1) Customs Service (TARIM administrator and coordinator of the Commission);
2) Ministries of Economics;
3) Ministries of Finance.
10. Representatives of bodies of the public power are representatives of the organizations issuing allowing documents which are involved in activities of the Commission taking into account the specific questions considered at meetings.
11. Representatives of permanent members are appointed the head of body of the public power according to the current legislation.
12. The Customs Service bears responsibility for the organization of activities of the Commission and shall notify and invite representatives of bodies of the public power and representatives of the sphere of business to commission sessions, taking into account agenda questions.
13. Representatives of bodies of the public power, specialists/experts and the involved representatives of the sphere of business have no right to vote within the Commission. At the same time they shall constitute the special report, and representatives of the sphere of business have the right to express the opinion.
14. Representatives of other organizations and experts, taking into account the questions considered at meetings can be invited to commission sessions.
15. The representatives of the sphere of business interested in case in point direct the list of the appointed participants by e-mail of Customs Service (vama@customs.gov.md).
16. Activities of the Commission are coordinated by the chairman who is the representative of Customs Service.
17. The commission chairman performs the following powers:
1) directs activities of the Commission;
2) the place and time of convocation of commission sessions establishes date;
3) presides over commission sessions;
