Based on the Law No. 241/2022 on Fonda of decrease in energy vulnerability (The official monitor of the Republic of Moldova, 2022, Art. No. 246-250, 498) DECIDES: the Government

1. Approve Regulations on assignment of categories of energy vulnerability and procedure for establishment and payment of compensations on payment of invoices for energy and compensations for energy in the form of money payment it (is applied).

2. To impose control over the implementation of this resolution on the Ministry of Labour and Social Protection.

3. This resolution becomes effective from the date of publication in the Official monitor of the Republic of Moldova.

Regulations on assignment of categories of energy vulnerability and procedure for establishment and payment of compensations on payment of invoices for energy and compensations for energy in the form of money payment

Chapter I General provisions

1. This Provision regulates the mechanism of assignment of categories of energy vulnerability and the mechanism of establishment and payment of compensations on payment of invoices for energy and compensations for energy in the form of money payment.

2. For the purpose of this provision the following concepts are used:

association of owners/residents - the managing director of housing stock providing the mediated services, including utility, such as supply with heat energy, and/or natural gas, and/or the electric power based on the delivery agreement signed with suppliers, and also suppliers of the mediated services;

identification code of the residential customer in the invoice - the number of the place of consumption of the residential customer of energy consisting of digital or alphanumeric code, used by suppliers for identification of the consumer in information system of the power supplier and/or intermediaries in calculations, and/or associations of owners/residents;

solid fuel - solid material or any substance received from solid material, which is used/used or subject/subject to use for the purpose of development of useful heat, and including/including coal, wood, solid biofuel and any firm by-product of production process and not only which can be replaced with any of fuel types;

compensation - the sum of money transferred to suppliers from fund of decrease in energy vulnerability on behalf of residential customers, reflected in the invoice for the purpose of covering of part of expenses on energy consumption (natural gas, and/or heat energy, and/or the electric power) depending on the appropriated category of energy vulnerability and according to the established regulations;

the residential customer - physical person which acquires natural gas or the electric power or uses heat energy for own domestic needs, except for their commercial uses, for implementation of business or professional activity;

the supplier of natural gas - the gas company - the owner of the license for supply of natural gas, delivering natural gas according to the Law No. 108/2016 on natural gas;

the supplier of heat energy - the economic agent delivering heat energy to consumers according to the Law No. 92/2014 on heat energy and promotion of cogeneration;

the electric power supplier - the electrical power company - the owner of the license for electrical supply, delivering the electric power to residential customers according to the Law No. 107/2016 on the electric power;
