About cooperation in the field of youth policy

The government of the Republic of Belarus and the Government of the Republic of Tajikistan which are hereinafter referred to as with "Parties"

being guided by mutual desire to strengthen the relations and to develop traditional friendly ties between the people of two states,

expressing confidence that creation of close interrelations and cooperation in the field of youth policy promote deepening of mutual understanding between representatives of the younger generation of the Republic of Belarus and the Republic of Tajikistan,

in view of the increasing role of youth at the present stage of development of society,

confirming the aspiration to expand and enhance the international youth cooperation based on the principles of equality and mutual respect of the rights and freedoms

reached mutual understanding as follows:

Article 1

The parties will promote strengthening and development of youth bonds by means of cooperation of state bodies and other organizations, youth public associations, and also non-governmental organizations performing activities in the field of youth policy (further - the cooperating organizations).

Article 2

The parties will encourage and keep development of bonds and cooperation in the field of youth policy on the basis of the conclusion of direct contracts between the cooperating organizations of the states of the Parties by means of:

creating favorable conditions for joint operation, bonds and mutual exchanges between the cooperating organizations;

experience exchange of work in the field of youth policy;

rendering assistance on implementation of general projects and holding youth actions in the territory of the Republic of Belarus and the Republic of Tajikistan.

Article 3

The parties will promote development of bonds between the cooperating organizations of all levels, including exchanges of delegations, information on the questions of youth policy which are of mutual interest. In case of achievement of direct arrangements between the cooperating organizations, joint projects will be carried out. Responsibility for obligation fulfillment which follow from projects is born by those cooperating organizations which carry out them.

Article 4

The parties will encourage cooperation of specialists in the field of work with youth, and also will promote exchange of their experience.

Article 5

The parties will promote experience exchange in the field of development and projects implementation in the field of labor employment.

The parties will encourage exchange of youth labor (student's) groups.

Article 6

Competent authorities, actionees of this agreement:

from the Government of the Republic of Belarus - the Ministry of Education of the Republic of Belarus;

from the Government of the Republic of Tajikistan - Committee on cases of youth and sport of the Republic of Tajikistan.

For the purpose of successful implementation of this agreement of the Party can create joint commissions of representatives of the state bodies of the power responsible for forming and realization of youth policy in the states.

The joint commission will hold meetings, as a rule, at least once in two years, serially in the Republic of Belarus and the Republic of Tajikistan for the purpose of approval of the program of cooperation and exchanges for the period prior to the next meeting and signing of the relevant direct agreement.

Article 7

All types of activity covered by this agreement shall be performed according to the legislation of the states of the Parties.

Article 8

The cooperation within prisoners of direct agreements on youth exchanges will be performed on the principles of reciprocity, in particular:

the sending party foots the bill on journey of the delegations to the venue of actions and in the opposite direction, and also the expenses connected with all types of insurance provided in case of trip abroad according to the legislation of the state;

the host party foots the bill on stay, including accommodation, food, internal transportations, and also other necessary assistance according to the legislation of the state.

Article 9

Changes and additions in the mutual written consent of the Parties can be made to this agreement. Such changes and amendments are integral part of this agreement, are drawn up in the form of protocols which become effective from signature date.

Article 10

Disagreements in interpretation or application of provisions of this agreement are permitted by carrying out consultations or negotiations between the Parties.

Article 11

This agreement becomes effective from the date of its signing and is effective within 5 (five) years. After the specified term action of this agreement automatically is prolonged for the next five-year periods if any of the Parties does not notify in writing other Party on the intention to terminate this agreement in three months prior to date of completion of the next five-year period.

Cancellation of this agreement does not affect project implementation in the field of youth policy which implementation was begun during its action if the Parties do not agree about other.

It is made in the city of Dushanbe on October 11, 2022 in duplicate, everyone in the Russian, Belarusian and Tajik languages, at the same time all texts are authentic and are equally authoritative.

In case of disagreements in interpretation of this agreement, the text in Russian prevails.
