About some questions of public administration in the sphere of tourism and tourist activities

For the purpose of enhancement of public administration in the sphere of tourism and tourist activities, increase in efficiency of development of the tourist industry and optimization of structure of federal executive bodies I decide:

1. Abolish Federal Tourism Agency.

2. Transfer to the Ministry of Economic Development of the Russian Federation functions of the abolished Federal Tourism Agency:

a) on development and realization of state policy and normative legal regulation in the sphere of tourism and tourist activities, on coordination of sales activity of the priority directions of state regulation of tourist activities in the Russian Federation, to rendering the state services, management of state-owned property;

b) on implementation of federal state control (supervision) of activities of the accredited organizations performing classification of hotels, classification of ski slopes, classification of beaches behind activities of tour operators and merging of tour operators in the sphere of outbound tourism, the organizations included in the register of the organizations authorized on carrying out certification of instructors-conductors;

c) law-enforcement functions in the sphere of tourism and tourist activities.

3. Determine that the Ministry of Economic Development of the Russian Federation is legal successor of the abolished Federal Tourism Agency, including according to the obligations which resulted from execution of judgments.

4. Bring in the structure of federal executive bodies approved by the Presidential decree of the Russian Federation of January 21, 2020 No. 21 "About structure of federal executive bodies" (The Russian Federation Code, 2020, No. 4, Art. 346; No. 13, Art. 1899; No. 23, Art. 3627; No. 47, Art. 7508; 2022, No. 29, of the Art. 5459, of 5462), change, having excluded from the Section III "The Federal Services and federal agencies which management of activities is performed by the Government of the Russian Federation" words "Federal Tourism Agency".

5. To the government of the Russian Federation:

a) provide in the terms established by the legislation of the Russian Federation holding liquidating procedures in connection with abolition of Federal Tourism Agency;

b) determine the number of federal government civil servants of the Ministry of Economic Development of the Russian Federation in connection with transfer of functions of the abolished Federal Tourism Agency to it;

c) provide continuity of implementation of the functions of the abolished Federal Tourism Agency transferred to the Ministry of Economic Development of the Russian Federation;

d) provide the solution of the organizational, financial, material and other matters connected with implementation of this Decree;

e) provide offers on reduction of acts of the President of the Russian Federation to compliance with this Decree;

e) in 6-month time to bring the acts into accord with this Decree.

6. Recognize invalid:

The presidential decree of the Russian Federation of November 18, 2004 No. 1453 "About Federal Tourism Agency and Federal Agency for Physical Culture and Sport" (The Russian Federation Code, 2004, No. 47, the Art. 4635);

The presidential decree of the Russian Federation of June 5, 2020 No. 372 "About enhancement of public administration in the sphere of tourism and tourist activities" (The Russian Federation Code, 2020, No. 23, the Art. 3627).

7. This Decree becomes effective from the date of its signing.
