About issue of general licenses for export of alloyed gold (Dore's alloy)
The government of the Russian Federation decides:
1. To the Ministry of Industry and Trade of the Russian Federation to perform from October 25, 2022 to October 25, 2023 (inclusive) issue to the subjects of production of precious metals included in the list of the systemically important organizations of the Russian economy, general licenses for export of batches of the alloyed gold (Dore's alloy) which is in their property in the form of ingots, code 7108 12 000 9 of the CN FEA EEU (further - Dore's alloy).
2. To the Ministry of Finance of the Russian Federation:
approve according to this resolution of the statement for issue of the general license for export of batches of alloy of Dore and issue the conclusion about opportunity (impossibility) and economic feasibility (inexpediency) of industrial extraction of precious metals from primary goods in the Russian Federation, despite economic feasibility of industrial extraction of precious metals from them in the territory of the Russian Federation;
perform approval of statements for issue of the general license for export of batches of alloy of Dore on condition of representation on each such batch of the original of the test report of the quantitative chemical analysis of precious metals which is drawn up by the Central laboratory of affinaging production of "Prioksky Plant of Non-ferrous Metals" joint-stock company by results of approbation of batch of alloy of Dore by melting method with selection of fiery liquid test.
3. Determine that during operation of this resolution the subject of production of precious metals included in the list of the systemically important organizations of the Russian economy can obtain one general license for export of batch of alloy of Dore in number of no more than 25000 kilograms.
