noting that according to the Act of declaration of independence of Ukraine of August 24, 1991, the territory of Ukraine is indivisible and inviolable,

confirming the inseparable sovereign right of Ukraine to recovery and preserving its territorial integrity within internationally acknowledged frontier,

for the purpose of ensuring the state sovereignty, territorial integrity, homeland security, protection of the rights and freedoms of man and citizen affirmed by the Constitution and the laws of Ukraine

adhering to the conventional principles and rules of international law, in particular peremptory rules of common international law, and also the existing international treaties of Ukraine, including the Contract between Ukraine and the Russian Federation on the Ukrainian-Russian frontier of January 28, 2003 which cannot be stopped even owing to basic change of circumstances according to article 62 of the Vienna convention on the right of international treaties of 1969, according to Articles 2, of 8, of 9, of 17, of 18, of 102, I decide 106 Constitutions of Ukraine:

1. Recognize insignificant, that is such which do not generate any legal consequences, presidential decrees of the Russian Federation of March 17, 2014 No. 147, of February 21, 2022 No. 71, of February 21, 2022 No. 72, of September 29, 2022 No. 685, of September 29, 2022 No. 686, and also any other decisions, acts and agreements accepted, published and prisoners on the basis and/or in connection with implementation of the specified presidential decrees of the Russian Federation.
