According to Articles 10, 13 Laws of Ukraine "About the Security Service of Ukraine", to the Presidential decree of Ukraine of February 24, 2022 No. 64 "About introduction of warlike situation in Ukraine", to the Law of Ukraine "About social and legal protection of the military personnel and members of their families", to Item 2-1 of the resolution of the Cabinet of Ministers of Ukraine of February 28, 2022 No. 168 "Questions of some payments to the military personnel, faces of the private and the commanding structure, to police and their families during action of warlike situation", for the purpose of settlement of payment of the one-time monetary assistance to families of the died (died) military personnel of PRIKAZYVAYU:

1. Approve the Procedure for appointment and payment in the Security Service of Ukraine of the one-time monetary assistance provided by the resolution of the Cabinet of Ministers of Ukraine of February 28, 2022 No. 168 "Questions of some payments to the military personnel, faces of the private and the commanding structure, to police and their families during action of warlike situation" which is applied.

2. To provide to legal support division and Financial and economic management of the Security Service of Ukraine submission of this order on state registration in the Ministry of Justice of Ukraine in the procedure established by the legislation.

3. This order becomes effective from the date of its official publication.

Procedure for appointment and payment in the Security Service of Ukraine of the one-time monetary assistance provided by the resolution of the Cabinet of Ministers of Ukraine of February 28, 2022 No. 168 "Questions of some payments to the military personnel, faces of the private and the commanding structure, to police and their families during action of warlike situation"

1. This Procedure determines the mechanism of appointment and payment of the one-time monetary assistance (further - the one-time monetary assistance), stipulated in Item 2 resolutions of the Cabinet of Ministers of Ukraine of February 28, 2022 No. 168 "Questions of some payments to the military personnel, faces of the private and the commanding structure, to police and their families during action of warlike situation", to families of the died (died) military personnel of the Security Service of Ukraine (further - the SSU).

2. For consideration of question of payment of the one-time monetary assistance of person which according to article 16-1 of the Law of Ukraine "About social and legal protection of the military personnel and members of their families" have the right to its obtaining except citizens of the Russian Federation or the Republic of Belarus and persons who constantly live in the territories of these countries, persons who are condemned for high treason, kollaboratsionny activities, complicity to the state aggressor submit the application constituted in any form and the documents determined in the list of documents for payment of the one-time monetary assistance (appendix 1) (further - the list), in divisions of the Central management of the SSU, regional bodies of the SSU, educational, scientific, research and other educational institutions, organizations and the SSU organizations, the headquarters of the Anti-terrorist center under the SSU (further - bodies, SSU organizations) where passed military service the military personnel who died (died).

3. Materials which are accepted and created in divisions of the Central management of the SSU bodies, organizations of the SSU, within five working days from the date of their registration go (are transferred) in:

Financial and economic management of the SSU (further - FEM) - rather died (died) military personnel who passed military service in divisions of the Central management of the SSU, bodies, organizations of the SSU located in Kiev and Kiev region;

financial divisions of regional body of the SSU - concerning the died (died) military personnel who passed military service in these regional bodies of the SSU, structural divisions of Department of military counterintelligence of the SSU (except located in the city of Kiev), other bodies, organizations of the SSU located in the respective area.

4. In case of impossibility of representation by person who has the right to the one-time monetary assistance, documents in the last place of passing of military service of the serviceman who died (died), it files the documents provided by the list to divisions of the Central management of the SSU, body, SSU organization in the place of its actual accommodation (stay). The specified documents are transferred further to FEM or regional body of the SSU according to Item 3 presents of the Procedure.

5. The FEM (financial division of the relevant regional organ of the SSU) within ten working days from the date of receipt of documents for payment of the one-time monetary assistance constitutes the conclusion about purpose of the one-time monetary assistance or about refusal in its appointment (appendix 2) (further - the conclusion). In exceptional cases (for example, conducting combat operations in areas where the division of the Central management of the SSU is deployed, body, SSU organization) the term of consideration of documents can be prolonged what in writing in the same time it is reported to persons who filed documents for payment of the one-time monetary assistance about.

Regional bodies of the SSU direct the draft of the conclusion and necessary documents for payment of the one-time monetary assistance in FEM for review.

6. If the documents provided to FEM require completion or refining, they within five working days from the date of their receipt return to division of the Central management of the SSU, body, SSU organization with indication of return reasons and recommendations about their completion.
