In pursuance of the Law No. 115-XVI of 9.06.2005 on production of ecological agricultural products and Regulations of the EU 834/2007 European Union of June 28, 2007 "About production and labeling of ecological products", and also recognitions (SEE) No. 2092/91 of PRIKAZYVAYU which voided Regulations of Council:

1. Approve Regulations about registration of the economic agents making ecological agricultural products according to Appendix.

2. Assign to Service of ecological products and products with the name in the place of origin accounting of the economic agents practicing entrepreneurship in this area.

Regulations about registration of the economic agents making ecological agricultural products

I. General provisions

1. The regulations about registration of the economic agents performing activities in the field of ecological farm-production are developed according to the item c) h (2) the Art. 4, Art. 7 of the Law No. 115-XVI of 9.06.2005 on production of ecological agricultural products and according to Art. 27 the paragraph (3) Provisions CE 834/2007 of the European Union of June 28, 2007. "About production and labeling of ecological products" and also to declare invalid the Provision of Council (SEE) No. 2092/1991.

2. Economic agents who make overwork, import from the third countries, store or distribute ecological agricultural products for the purpose of sale, shall:

a) be registered annually till August 31 in the Ministry of Agriculture and the food industry by submission of the count sheets completed according to appendices to the Regulations on system of inspection and certification of ecological food agricultural products approved by the Order of the Government No. 149/2006 about enforcement of the Law on ecological farm-production;

b) be exposed to check by the body of inspectorate and certification authorized according to the Order of the Government No. 149/2006.

2-1. The economic agent can submit paper documents or by e-mail according to provisions of the Law No. 91/2014 on the digital signature and the electronic document.

3. Count sheets confirm registration of the economic agent in system of ecological farm-production.

3-1. The body for inspection and certification, on demand, issues the following acts:

a) the non-availability notice of the bases for the termination or agreement cancelation concluded between producer and body for inspection and certification and that it is still integrated into the control system of this body according to the sample given in appendix No. 6;

b) the declaration confirming the area under nitrogen-fixing cultures, inserts or it is consecutive, according to the sample given in appendix No. 7.

4. Main objective of process of registration of the economic agents included in ecological production is collection of statistical data, accounting of producers and amounts of ecological agricultural products.

5. In case the economic agent manages several economic structures, he fills on one set of count sheets for each of them.

6. For the purpose of verification of information included in count sheets, the economic agent upon the demand of the Ministry of Agriculture and the food industry provides number of additional documents:

a) book of history of fields;

b) data on the applied technologies and the business plan;

c) the certificate on purchase of seeds and seed grain;

d) the purchase agreement of biological medicines and/or remedies of the plants allowed for use in ecological farm-production;

e) information on methods of care of cultures;

f) information on methods on destruction of weeds and wreckers;

g) acts of inspection of agricultural areas;

h) the authorization issued by body for inspection and certification;

i) certificate of conformity;

j) inspection statements of aggregates of water purification;

k) inspection statements of processing production lines;

l) acts of identification of existence of the prohibited substances;

m) the zooveterinary certificate of the available animals and conditions of their content (the room, pasture, etc.).

7. In case information provided in count sheets not complete or contains ambiguities, the Ministry of Agriculture and the food industry provides to the economic agent of 15 days on correction. If count sheets are not corrected, the procedure is cancelled.

8. Bodies of inspectorate and certification will not perform inspection in the economic structures which are not registered in the Ministry of Agriculture and the food industry.

9. In case the economic agent interrupts bonds with body for inspection and certification, or the last makes changes to the data specified in the count sheet informs the Ministry of Agriculture and the food industry.

II. Procedure of registration

10. For registration the economic agent represents document package which includes to system of ecological agricultural enterprise:

a) the copy of the registration certificate with appendix of declarations on organization of peasant farms;

b) the agreement signed with body for inspection and certification for the economic agents registered in ecological agricultural enterprise since second year of conversion;
