1. Approve the enclosed Rules of functioning of single system of electronic subscriber mailboxes and authorization of users of services of the operator of mail in single system of electronic subscriber mailboxes.

2. (Bekmanov D. N.) to provide to department on development of the state services of the Ministry of information and communications of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order in printing and electronic form on official publication in periodic printing editions and information system of law of Ad_let within ten calendar days after its state registration in the Ministry of Justice of the Republic of Kazakhstan, and also in the Republican center of legal information within five working days from the date of receipt of the registered order for inclusion in reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan;

4) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of information and communications of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2) and 3) of Item 3 of this order.

3. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Rules of functioning of single system of electronic subscriber mailboxes and authorization of users of services of the operator of mail in single system of electronic subscriber mailboxes

Chapter 1. General provisions

1. These rules of functioning of single system of electronic subscriber mailboxes and authorization of users of services of the operator of mail in single system of electronic subscriber mailboxes (further - Rules) determine procedure for creation, functioning and development of single system of electronic subscriber mailboxes and authorization of users of services of the operator of mail.

2. In these rules the following basic concepts are used:

1) hybrid departure – the e-mail (message) accepted by the operator of mail to transfer and delivered to the addressee in the form of the letter (postcard) or the letter (postcard) accepted by the operator of mail to transfer and delivered to the addressee in the form of the e-mail (message) to e-mail or electronic subscriber mailbox;

5) the National operator of mail – the operator of mail determined by authorized body in the field of mail, created in form of business of joint-stock company to whom the obligations provided by the Law of the Republic of Kazakhstan "About mail" are assigned;

6) electronic subscriber mailbox – the domain name of the user of services of the operator of mail which is the e-mail address and created in information system of the operator of mail, the National operator of mail for transfer of e-mails (messages), documents, information and (or) hybrid departures and their storage;

7) the single system of electronic subscriber mailboxes – is public information system of the National operator of mail providing transfer of mailings electronically including within electronic document management, in all territory of the Republic of Kazakhstan.

Chapter 2. Procedure for creation, functioning and development of single system of electronic subscriber mailboxes

3. The national operator of mail accompanies single system of electronic subscriber mailboxes and provides creation, functioning and development of electronic subscriber mailboxes according to these rules.

The national operator of mail creates to any user of services of the operator of mail in case of its address personal electronic subscriber mailbox on a grant basis and provides its proper functioning, and also the mystery of personal correspondence of the user of services of the operator of mail.

The single system of electronic subscriber mailboxes is public information system of the National operator of mail, providing transfer of mailings electronically, including within electronic document management, in all territory of the Republic of Kazakhstan.

4. The electronic subscriber mailbox is the unique and not repeating e-mail address allowing to identify the user in the territory of the Republic of Kazakhstan, created in information system of the operator of mail, the National operator of mail for transfer of e-mails (messages), documents, information and (or) hybrid departures and their storage.

The domain name of electronic subscriber mailbox is determined by the National operator of mail and described in the user agreement between the user and the National operator of mail.

5. Electronic subscriber mailboxes are provided to users based on the consent of the user with conditions of the user agreement to servicing of the electronic subscriber mailbox created by the National operator of mail.
