1. Approve the enclosed Instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, being under authority of the Ministry of Justice of the Republic of Kazakhstan.

2. In the procedure established by the legislation to provide the Ministries of Justice of the Republic of Kazakhstan (further - the Ministry) to management of mobilization and civil defense (as independent management):

1) state registration of this order in the Ministry;

2) placement of this order on Internet resource of the Ministry.

3. To impose control of execution of this order on the chief of staff of the Ministry.

4. This order becomes effective on the expiration of ten calendar days after day of its first official publication.

Chapter 1. General provisions

1. The instruction on the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, being under authority of the Ministry of Justice of the Republic of Kazakhstan (further – the Instruction) is developed according to Item 1 of article 10-2 of the Law of the Republic of Kazakhstan "About counteraction to terrorism".

2. This Instruction extends to the objects of the Ministry of Justice of the Republic of Kazakhstan, territorial authorities of justice, the organization which are under authority of the Ministry of Justice of the Republic of Kazakhstan, carried to objects vulnerable in the terrorist relation, according to Rules and criteria of reference of objects to vulnerable in the terrorist relation, approved by the order of the Government of the Republic of Kazakhstan of April 12, 2021 No. 234 (further – justice objects).

3. This Instruction is held for use in work as the heads and personnel of objects of justice providing holding actions for anti-terrorist security of objects of justice under the organization of their anti-terrorist protection, and also for the state and executive bodies when studying, checking and assessment of condition of anti-terrorist security of objects of justice.

The head of object of justice designates person (faces) providing holding actions for anti-terrorist security of object of justice.

The instruction disaggregates general approaches to ensuring security of objects of justice, including the organization of protection, implementation of the throughput and inside modes, and also maintaining the corresponding documentation.

4. In case of operation of objects of justice observance of Requirements to the organization of anti-terrorist protection of objects, vulnerable in the terrorist relation, No. approved by the order of the Government of the Republic of Kazakhstan of May 6, 2021 305, is provided and also to this Instruction.

5. Access control and technical reinforcement of the objects of justice which are subject to the state protection are performed according to the order of the Government of the Republic of Kazakhstan of October 7, 2011 No. 1151 "Some questions of the objects which are subject to the state protection".

6. In the Instruction the following basic concepts are used:

1) critical zone – the room, sites and structural elements which destruction as a result of the act of terrorism can lead to fundamental breach of normal functioning of object, its essential damage or accident on it;

2) system of video surveillance - set of surveillance cameras, data lines, program and technical means and storage of videos, and also the program and (or) technical means of management performing information exchange among themselves;

3) system of lighting – set of the technical means allowing to provide the necessary level of illumination for system of video surveillance, visibility of people and vehicles on justice object in night-time;

4) the private security organization – the commercial organization rendering security services as the business activity;

5) check-point – specially equipped place intended for ensuring control, the omission, examination of people and vehicles;

6) justice object perimeter – object border according to documents of title;
