The bank with the universal license corresponding to the criteria established by paragraphs the second - the fourth Item 5.7 of article 7 of the Federal Law of August 7, 2001 No. 115-FZ "About counteraction of legalization (washing) of income gained in the criminal way and to terrorism financing" (further respectively - bank, the Federal Law No. 115-FZ), shall provide opportunity to clients - to open for physical persons accounts (deposits) in rubles, and also to obtain the credits in rubles without personal presence after carrying out identification of the client - physical person according to the procedure, stipulated in Item 5.8 articles 7 of the Federal Law No. 115-FZ, with use of the mobile application corresponding to the following criterion:

the mobile application shall provide opportunity to clients - to open for physical persons accounts (deposits) in rubles and (or) to obtain the credits in rubles.

Requirements of this Instruction do not extend to the mobile application providing opportunity to clients - to open for physical persons accounts (deposits) in rubles and (or) to obtain the credits in rubles if the bank within a month from the date of entry into force of this Instruction will notify the Bank of Russia on the termination of use of such mobile application within six months from the date of entry into force of this Instruction.

2. This Instruction becomes effective after 10 days after day of its official publication.
