About additional measures for financial support of production of agricultural products

For the purpose of steady ensuring domestic market with food products, increase in the income of the population due to increase in production, and also continuous providing producers of agricultural products with material resources (services) and the guaranteed purchase of the grown-up products:

1. Approve the offer of the Ministry of Agriculture, Ministry of Economics and finance and Agency on rendering services in agricultural industry (further - the Agency of agricultural services) about allocation in Fund of development of gardening and greenhouse facility of additional budget advance in the amount of 200 billion sum on annual 10 percent rate for a period of 12 months, including 11-month grace period, at the expense of the means provided for rendering the state support of fruit and vegetable industry.

Assign to the Ministry of Economics and finance task on ensuring allocation of additional budget advance within year at the expense of the returned means according to the request of the Agency of agricultural services. At the same time to determine that the total amount of debt on the allocated budget advance shall not exceed 200 billion sum within this resolution.

2. According to the recommendation of heads of project offices of the Agency of agricultural services and assistants to hokim of areas (cities) concerning development of entrepreneurship, employment of the population and reducing poverty in makhallyakh the means specified in Item 1 of this resolution with the direction of the Agency of agricultural services to commercial banks as resource are allocated:

to agricultural enterprises - for delivery of seeds, fertilizers, fuel, remedies of plants for cultivation of fruit, grapes, potatoes, vegetables, melon, greens and herbs, bean and oil-bearing crops (further - crops);

to the companies for conversion, storage and export of products - for replenishment of the current assets necessary for purchase of the made crops.

At the same time:

the credits for cultivation of crops are allocated at the rate to 150 million sum without pledge;

interest payments on the credits are established in the amount of 14 annual interest rates (including 3 percent of bank margin), the credits are allocated for up to 12 months from grace period to 6 months;

part to 50 percent from the allocated amount of borrowing facilities at the request of the borrower is provided by cash;

fund of development of gardening and greenhouse facility are accepted as mortgage providing on the allocated credits.

3. To the Ministry of Finance and the Ministry of Agriculture to provide allocation to the Agency of agricultural services of necessary means previously in six months ahead for the purposes of financing of costs on cultivation of crops and supports of system of their purchases.

4. Determine that:

a) the insurance policy on risk insurance of non-return of borrowing facilities or on crop insurance from risk can be accepted as mortgage providing on the credits, the allocated producers of crops, and is directed to repayment of the credits;

b) 50 percent of expenses of producers of crops on crop insurance are covered at the expense of Fund of the state support of agricultural industry.

Provide to the Ministry of Finance allocation of necessary means from the Government budget of the Republic of Uzbekistan in Fund of the state support of agricultural industry for the purpose of covering of 50 percent of expenses on crop insurance for producers of crops for 2023 and the next years.

5. To the chairman of the board of farmer, Dehkan farms and owners of garden plots of Uzbekistan A. Haitov, Chairman of the board of Ministers of the Republic of Karakalpakstan and hokima of areas:

bear the personal responsibility for reducing import at the expense of products which are grown up on 20 thousand hectares of acreage and 95 169 hectares which are in addition allocated in the current year - in 2023;

provide finishing in 2022-2023 the areas under cultivation of food products to 300 thousand hectares. At the same time placement of crops on the lands intended for cultivation of food products is determined by the Ministry of Agriculture.

6. To the Ministry of Agriculture (A. Voitov), to Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan (A. Haitov) together with the Chairman of the board of Ministers of the Republic of Karakalpakstan, hokimama of areas, areas (cities) to take measures on:

to holding field fairs and placement of crops on land by the principle "one contour - one product" with delivery to places of productive varieties of seeds and seedling, fertilizers and remedies of plants;

to the conclusion of agreements on the guaranteed purchase of agricultural products.

7. Under the Ministry of Agriculture for the purpose of informing the general public on the undertaken reforms, achievements and results in fruit and vegetable industry to provide to the multimedia center accomplishment of the following tasks:

increase in knowledge and skills of owners of farmer, Dehkan farms, garden plots and the population in fruit and vegetable industry by means of media products (roller, transfer, the reporting, interview and various slides);

the organization of the telecasts for increase in interest of the population in entrepreneurship in the sphere of agricultural industry studying increase in its income due to effective use of the earth and resources;

broad informing the population on innovations, positive experience in the sphere of agricultural industry, and also on demand for food products and the happening changes;

promoting of the best international experience in the field of agricultural industry in the territory of the republic.

8. To allocate to the deputy prime minister Zh. A. Hodzhayev and the Minister of Agriculture A. B. Voitov 10 million US dollars at the rate 2 annual interest rates in Fund of development of gardening and greenhouse facility for a period of 2 years, including 12-month grace period, from fund of support of export for replenishment of current assets of the companies for production, conversion, storage and export of export-oriented agricultural products.

9. To Council of Ministers of the Republic of Karakalpakstan and khokimiyats of areas together with the Ministry of Agriculture (A. Voitov) and Council of farmer, Dehkan farms and owners of garden plots of Uzbekistan (A. Haitov) to hold in each region the presentations and seminars on explanation of essence and contents of this resolution.

10. To the agency of information and mass communications (A. Hodzhayev), National broadcasting company of Uzbekistan (A. Hadzhayev), to National news agency of Uzbekistan (A. Kuchimov) together with the Ministry of Agriculture (A. Voitov) to provide extended coverage in mass media of essence and content, the purposes and tasks of this resolution.

11. To Audit Chamber (B. Turabov) together with the State inspection of financial control under the Ministry of Finance to establish constant control behind timely allocation and target expenditure of the means provided by this resolution.
