About formation of the Namangan institute of the textile industry

According to the Presidential decree of the Republic of Uzbekistan of January 28, 2022 No. UP-60 "About the Strategy of Development for New Uzbekistan for 2022 - 2026", and also for the purpose of satisfaction of need for qualified personnel in the textile industry in the republic:

1. Form in the city of Namangan the Namangan institute of the textile industry (further - Institute).

Determine that educational process at Institute begins from 2023/2024 academic years and it will be organized on the basis of credit and modular system.

2. Determine the main objectives of Institute:

preparation competitive in the labor market, highly skilled with the higher education and research and educational personnel for industries of the textile industry, and also retraining and advanced training of specialists;

implementation of educational programs together with the leading foreign highest educational organizations, including on the basis of joint educational programs and carrying out scientific research;

strengthening of integration of education and production, establishing qualification practice of students in the profile organizations, the organization of branches of departments and training for professors-teachers;

orientation of educational process to forming at students of skills of independent knowledge acquisition, systems analysis, creative thinking and development of practical, including entrepreneurial skills;

implementation in educational process of the best foreign practices, in particular modern educational technologies, providing the open information and education circle;

increase in scientific and pedagogical potential, in particular the organization of training and advanced training of professors-teachers in the prestigious domestic and foreign highest educational organizations and research centers.

3. Determine that at Institute educational process will be organized together with the prestigious foreign highest educational organizations, including on the basis of joint educational programs.

To the ministry of the higher and secondary vocational education together with the Agency of Presidential educational institutions, Uztekstilprom Association and Association of cotton and textile clusters of Uzbekistan:

a) till 2023/2024 academic years to organize educational process at Institute on the basis of modern training programs, having determined as partners the highest educational organizations of the foreign states with the developed textile industry;

b) since 2023/2024 academic years:

take measures for the direction of professors-teachers, doctoral candidates and undergraduates of Institute in the leading highest educational organizations of the foreign states on scientific training and advanced training;

implement system of passing by students of Institute of fact-finding and qualification practice on the foreign and domestic large textile enterprises;

implement system of assessment of indicator of development of disciplines by students and overall performance of professors-teachers of Institute on the basis of international standards;

c) till 2024/2025 academic years to organize activities of Textile technopark under Institute.

At the same time Technopark:

it will be organized at the expense of grants of the international organizations and the funds of potential investors raised by khokimiyat of the Namangan region, in particular on the terms of public-private partnership;

it is created under establishment of Institute in the form of limited liability company to which it is granted the right to establishing production of technological products and its commercialization;

it is financed for the income account, received from economic activity, grants, charitable gifts, extrabudgetary funds of Institute, and also other sources which are not prohibited by acts of the legislation;

d) till 2026/2027 academic years to provide carrying out accreditation of at least 2 directions of formation of bachelor degree and 3 specialties of magistracy of Institute in internationally acknowledged organizations.

4. In structure of Institute to form without the status of the legal entity:
