About measures for further expansion of the export potential of subjects of entrepreneurship

For the purpose of realization of the tasks determined in the Presidential decree of the Republic of Uzbekistan of January 28, 2022 No. UP-60 "About the Strategy of Development for New Uzbekistan for 2022 - 2026" and open dialogue of 2022 of the President of the Republic of Uzbekistan with entrepreneurs, and also further enhancement of system of support of export activities:

1. Determine that since November 1, 2022:

if the currency amount which did not arrive within one export contract does not exceed 5 percent of cost of all products shipped for export, it is not considered as overdue receivables and the penalty is not applied to the subject of entrepreneurship. This regulation is also applied to the cases taking place till November 1, 2022;

export of seeds of melon (code according to the Commodity Nomenclature of Foreign Economic Activity 1207 70 000 0), castor-bean trees (code according to the Commodity Nomenclature of Foreign Economic Activity 1207 30 000 0), mustard is allowed (codes according to the Commodity Nomenclature of Foreign Economic Activity 1207 50 100 0, 1207 50 900 0), safflower (code according to the Commodity Nomenclature of Foreign Economic Activity 1207 60 000 0).

2. Approve the offer of the Ministry of investments and foreign trade on program implementation "New Uzbekistan - the country of competitive products" (further - the Program), directed to selection of the export companies by open tender, their transformation into the leading exporters and full support.

At the same time within the Program selection of the export companies is made on the basis of the following criteria:

the export companies shall be registered as the legal entity and perform activities within at least two last years;

the amount of the finished goods exported within the last 12 months shall exceed 1 million US dollars;

the share of receipts from export in the total amount of revenue shall exceed 30 percent;

the quantity of types of the finished goods directed to export shall be more than 2;

the export geography within the last 12 months, without neighboring states, shall include more than 2 countries;

in export volume, performed within the last 12 months, the share of overdue receivables shall constitute less than 5 percent.

To provide to the ministry of investments and foreign trade automatic creation online on rating basis of the list of the companies on the Single portal of support of exporters (www.exportportali.uz) according to the above-stated criteria and its regular updating each 6 months.

3. Determine that:

a) The program is implemented step by step by additional support and stimulation (at the first stage on rating basis - 50, since January 1, 2023 - 100, since July 1, 2023 - 200) 200 export companies;

b) to the export companies included in the Program:

based on the appeal of the companies in the accelerated procedure within 7 days the exceeded part of tax formed as a result of application of the value added tax on zero rate completely returns when implementing of the export and equated to them transactions;

in case of receipt of the credit for replenishment of current assets commercial banks are recommended to accept export agreements in mortgage providing;

by fund on support of export proceeding from the export volume performed within the last 12 months for financing of preexport and export trading activities financial aid is provided in the amount of:

to 1 million dollars - in case of export volume from 1 million dollars to 5 million dollars;

to 2 million dollars - in case of export volume from 5 million dollars to 10 million dollars;

to 3 million dollars - in case of export volume from 10 million dollars to 15 million dollars;

to 4 million dollars - in case of export volume from 15 million dollars to 20 million dollars;

to 5 million dollars - in case of export volume more than 20 million dollars;

financial aid in the amount of no more than 30 thousand US dollars for implementation of one international standard and receipt of the certificate is provided;

foreign consultants for business processes, increase in export volume and carrying out marketing researches are attracted.

4. Government commission concerning foreign trade, investments, development of the local industry and technical regulation together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and the city of Tashkent till November 1, 2022 for the purpose of promotion of entry into foreign markets of the potential 100 local companies from each region of the republic to develop and approve the program of measures on the basis of the principle "from the entrepreneur - to the exporter", and also to establish control of its execution.

5. Make changes to some acts of the President of the Republic of Uzbekistan according to appendix.

6. To the ministry of investments and foreign trade together with the interested ministries and departments in two-month time:

develop offers on entering of corresponding changes and amendments into the Law of the Republic of Uzbekistan "About currency control";

make offers in the Cabinet of Ministers on the changes and amendments in acts of the legislation following from this Decree.

7. To impose control of execution of this Decree on the deputy prime minister Zh. A. Hodzhayev.

The changes made to some acts of the President of the Republic of Uzbekistan

1. The paragraph one of Item 1 of the Presidential decree of the Republic of Uzbekistan of November 29, 2018 to state No. UP-5587 "About Measures for Further Stimulation of the Export Potential of Domestic Manufacturers" in the following edition:
